Billingsley-CS060728Keith Marvin - Re: Fwd: Billingsley Development Northwest Area of Valley Ranch From: Marcie Diamond To: Clay Phillips; Gary Sieb; Jim Witt; Keith Marvin; Ken Griffin Date: 7/28/2006 11:01:30 AM Subject: Re: Fwd: Billingsley Development Northwest Area of Valley Ranch Per Gary's request I spoke with Steve Reed, Planning and Development Manager for the City of Irving and he shared the following information about the attached: This rezoning request was originally submitted on April 11th of this year, but has been placed on hold by staff pending resolution to the following issues: * Access -there is only one point of access from Northlake Drive (which is not good from the visibility, signalization standpoint, etc.) and with the proposed 181 units they would like to have more than one point of access. * Safety -Access through the Cities of Dallas and Coppell -can not easily be served from the City of Irving for Emergency response (i.e. police and fire) * Water and Sewer Service- currently can not be served from the City of Irving Does this sound somewhat familiar'? The Planning Department also would like to know what the plans are for the remainder of the property, and have a concern over the density (6.4 du/ac). On a related topic, Steve mentioned that the City of Irving City Council is started to address the issue of the amount of Town homes being constructed within their city. While they look good now, what happens in 20 years.. will they ultimately be rental units? So.. now when Townhouse requests are approved, the developer "offers" private deed restrictions on the plat which state that a maximum of 3 units will be owned by any one entity.
