Mr King,
Rick and I have discussed this situation. For clarification, this is a public water line, and it is contained within an
appropriate easement. I was not personally aware of it at the time your plans came through our review process, however it
does currently serve at least three homes in the area.
We are considering ways to remove this line from service, however it is unlikely that we would physically remove the line.
We would more likely transfer the homes that are served by the line to newer lines in the front of the houses. Therefore it
is unlikely that we would damage the wall by moving the water line.
I do have to let you know though, that by constructing this wall within a utility easement there is some degree of risk that
the wall could be damaged by work taking place within that easement. While the City of Coppell will take steps to protect
that wall while we are working, there are may utility providers that would be permitted to work within that easement that
we have very little control over. There should be a paragraph on your plat that describes the rights and responsibilities of
all parties relative to this and other easements.
Rick and I are interested in this screening situation due to the drainage of the adjacent properties and this water line issue.
Our Planning Department would be responsible for the screening from and aesthetic and separation of uses standpoint.
Any substitution for this brick wall would need to be discussed with them and may require a revision to your approved site
plan.

Rick,
Thank you for coming out to my office this morning to take a look at our
brick wall situation. As you know while trenching to prepare for
installation of this wall a mystery water line was hit that was not on any
plans. I understand you met with my builder this morning and you would
like us to proceed with the brick wall which we are prepared to do.
Once concern I have is that you had mentioned that the water line will
probably be moved at some point in the future. I want to make sure that
when and if that happens, if our wall is damaged in the process due to the
tight quarters in that area, the city will take care of whatever damage
might occur to that wall.
I met with Greg Jones last week and we discussed possibly using a screening
type hedge in lieu of the wall. I know plants would be easier to replace
if need be than brick and mortar. We are extremely anxious to complete
this project as I know the city is as well. Please let me know your
thoughts on this. Thanks.
