The developer told us that he had been told that the City of Irving would not require that he obtain a permit from them. Obviously the City of Coppell will not approve anything outside our jurisdiction. That's actually why this project is on hold, they have been in negotiations with DFW for approval of a lease for som property outside our city limit. The City of Coppell has approved the site plan with the driveway shown as is, of course this approval is contingent upon DFW approval of the lease area. In the event that Irving, DFW, or TxDot takes exception to any of the design elements that affect thier areas of responsibility, the developer may be forced to reconsider his design. Keith R. He is sending me PDF's of the site and paving plans for our review of the access to Royal Lane. Access is of interest to both Irving and Coppell. All drainage goes to TxDOT, so that is their concern. I believe that Mike said that the City of Coppell has be given all of the plans for review. He also said that the one and only access for the site is the former Cotton Road. I have not seen any plans so far, but, I would be most interested in hearing your comments on the access design. Under the City of Irving's "Master Thoroughfare Plan", Royal Lane is classified as a "major arterial". As such certain requirements apply to any driveway access. A posted speed limit of 40 mph also imposes certain requirements, as does its location on the queuing side of the intersection with the I.H. 635 ramps. Since this driveway "splits" the limits of our two cities, I suggest that we go with the more restrictive criteria. Therefore, I think he is fairly far along on his design so any changes we need to get to him ASAP. Have a great weekend. As you have provided me his name for coordination. He indicated at that time that the City of Irving will not be involved with this project and it would be the City of Coppell and DFW. That was the direction we proceeded with. I have called James O'Conner to provide him with whatever is needed to take care of his concern if there is any. It has come to my attention that the Royal Lane boundary is divided by the abandoned Cotton Road that you will be leasing from us for part of your development on Airport property. The area you have proposed as your access to the property impacts the City of Irving's side of Royal Lane. We will need to coordinate with the City of Irving and provide them your plans as the access impacts Irving outside the airport's boundary. Please let me know if you have questions. I will have the developer contact you to provide plans that show the proposed entrance for the development. The plans have not been sent to permitting at the City of Coppell yet which may explain why Keith Marvin was not aware of the proposed project. Keith can contact Marcie Diamond, Director of Planning at the City of Coppell to receive the most recent plans, plat, etc. It is my understanding that there has always been an access point at Cotton Road which should not pose a problem for this development. I am sure that the developer is aware that both cities will exercise access control for the property; therefore, I will have the developer contact you immediately. Could you let me know what your approval process entails regarding the access off Royal Lane for this development after you review the plans. Will it require council approval or can this be done at the staff level since a small portion of Royal Lane i n Irving is affected by this? The property, while owned by the City of Dallas and under control of DFW Airport and, therefore, not subject to zoning, permitting, nor inspection by the City of Irving nor City of Coppell, will require access to Royal Lane for which the City of Irving and City of Coppell retain ownership and control. The City limit line between Irving and Coppell runs down the centerline of Cotton Road, therefore, the property is in both cities and its access is likely to require the approval of both cities. The plan presented to TxDOT shows an driveway access using the existing approach of abandoned Cotton Road (which still, physically, exists). This will involve both cities in the approval and permitting of this one connection to Royal Lane. Any other connection would involve one city or the other. As you know, TxDOT will not allow any driveway connections to a freeway mainlane ramp.
