During the middle of .June, the installation of the water mains on the above
referenced project began. After laying several thousand linear feet of
intregal bell PVC, the contractor started laying coupling bell PVC pipe.
Also, the non-metallic PVC pipes require a metallic tracer tape or wire
directly over the top for location purposes, which the contractor had not
been installing.
After discussing the problems with Lightning Construction Company owners, I
was told there was only 800 L.F. in the ground. I then instructed Jerry
Daniels to discontinue laying the coupling bell pipe and remove all stock
from the Jobsite location. As the project continued, more coupling pipe
appeared in the ground. The estimated linear foot total is now 2,533, which
does not include the 4" sanitary sewer laterals from the main to the property
lines of each lot.
Another problem on the project is in the pipe size reduction of the storm
sewer system. The contractor is not installing the RCP according to the
plan sheets, thus completely changing the hydraulics of the entire system.
Subdivisions of this magnitude require a full-time inspector to stay abreast
of both contractor and construction procedures, to help aleviate the problems
mentioned above, and to help the City of Coppell receive quality work.
In st-,mary, I recommend the City of Coppell not accept the Shadow Ridge
Estates subdivision, unless they are staffed to handle major problems
that will arise after the grace period of the one-year maintenance bond.
