Yesterday, I met with Jack Evans and Kirk Klatt with Pacheco Koch Consulting Engineers and Alex Bennett with Duke Realty to discuss what would be required for private funding of the construction of a portion of frontage road between Beltline Rd. and Freeport Pkwy. on WB IH635 in the City of Coppell.    We discussed alignment, ramp location, control of access, intersection of a city street with an FR in a controlled access area, Advance Funding Agreement, construction oversight, as well as TxDOT's process and time line from Interstate Access Justification Report through PS&E. ""..... 1, Written request from adjoining landowner stating reason requester needs access, description of business and the proposed intention of the access for the business. 2. Location map - must show county & city as well as local street network. 3. Project Layout showing: a) existing conditions b) proposed improvements c) distances from entrance/exit ramps to proposed access locations d) distances from proposed access locations to intersections. 4. Plat of property showing total frontage as well as distances from proposed access locations to intersections. Proposed access location and description of each proposed driveway. Traffic Impact Analysis - A traffic engineering study, paid for by the person or entity requesting access, conducted in accordance with the Access Management Manual, and signed, sealed and dated b y an engineer licensed top ractice in the State of Texas, that determines the potential traffic impacts of a proposed generator. This study must Include, but is not limited to, an estimation of future traffic with and without the proposed generator, analysis of the traffic impacts including a capacity and operational analysis of both the main roadways and adjacent intersections impacted by the generator, and the recommended roadway and Intersection improvements needed to accommodate the expected traffic within logical limits or boundaries. 7. Survey prepared by RPLS hired by the applicant. must be in State's format. 4. Resolution from City or County. 5. Licensed Attorneys opinion regarding adjoining property. "....
