''"'iii"' q ..\' A <5 . \ I) Mr. Jim Sowell JSCP Partnership LP 160 I Elm Street, Suite 300 Dallas, Texas 75201-7254 August 19,2004 RE: Sandy Lake Road / ST 99-02A Right-of-Way / Temporary Slope Easement Dear Mr. Sowell: The City ofCoppell is currently working with the engineering firm of Teague Nail and Perkins on the design of improvements for Sandy Lake Road (west City limits to North Coppell Road) and Royal Lane (Sandy Lake Road to Northpoint). The existing two-lane asphalt roads will be replaced with four-lane divided, concrete roadways with improved drainage. An eight-foot hike and bike trail will be constructed along the south side of Sandy Lake Road, from State Road eastward to North Coppell Road. The project is in the final design phase and the City is in the process of obtaining the right-of-way and casements necessary to construct the project. It will be necessary to obtain right-of-way and a temporary slope easement on property that is owned by JSCP Partnership LP. The improved section of Sandy Lake Road ends just east of the intersection with North Coppell Road. Additional right-of-way will be required to construct an asphalt transition from the improved roadway to the unimproved roadway during this project, and for the construction of the future roadway improvements from North Coppell Road to Denton Tap. North Coppell Road, from the intersection with Sandy Lake Road northward a distance of 349 feet, will be reconstructed as part of this project. Due to the superelevation required on Sandy Lake Road, the elevation of Coppell Road will have to be raised by as much as five foot to allow for the streets to tie in. The raising of the road will provide for a safe intersection with respect to sight distance as well as driver comfort. The proposed roadway ground elevations will not tie into the existing ground elevations within the limits of the right-of-way. The City will need to obtain a temporary slope casement on your property that is contiguous with the east right-of-way line of Coppell Road. The temporary slope easement will not be filed with Dallas County, and will expire upon completion of the project. With this letter I am providing a copy of the right-of-way, and temporary slope casement necessary for the construction of Sandy Lake Road.
