The easements are necessary for the reconstruction of Sandy Lake Road to a four-lane divided roadway with improved drainage The improvements will be constructed in two phases. This phase of construction begins at S.H. 121 and ends just east of the Coppell Road N. intersection with Sandy Lake Road, and includes the intersection improvements on Coppell Road. The second phase of construction begins at the end of phase one improvements and extends eastward to the intersection of Sandy Lake Road with Denton Tap Road. Construction of the second phase of improvements is scheduled to start in mid 2007. The City of Coppell is offering $250 per square foot for the permanent right-of-way. This is the land value as shown in the Dallas Central Appraisal District. The right-of-way is necessary for the construction of roadway improvements during both phases of construction, The elevation of Coppell Road will be raised by as much as five foot in order to tie in with the reconstructed Sandy Lake Road. The proposed ground elevations will not tie into the existing ground elevations within the limits of the right-of-way and the city will need to obtain a temporary slope easement. Permanent utility easements are usually acquired at one-half of the land value. The value of a temporary slope easement is based on a 'temporary lease' of a permanent utility easement at a 5% return to the owner. The temporary slope easements will not be filed with Dallas County, and expire upon completion of the first phase of the project This letter constitutes an offer from the City of Coppell for the acquisition of the easements as follows: 1. Acquisition of permanent right-of-way at $2.50/sq. ft. x 741 sq. ft. 2 Acquisition of temporary slope casement at ($1 25/sq ft x 7667 sq. ft) x 5% $1,852.50 479.19 T 013] $2,331.69 Construction is scheduled to start in the 151 quarter of 2005 and we need to acquire the easements as soon as possible Enclosed are copies of the easement documents. If the above offer is acceptable, please sign below and return to this office. Once the letter is received, the process for payment of the $2,33 I .69 can start.
