Right-of-Way / Sidewalk & Utility Easement / Temporary Slope Easement
Dear Mr. & Ms. Varughese:
This is a follow-up to our August 3, 2004 letter regarding the city's need for right-of-way, a sidewalk and
utility easement, and a temporary slope easement on your property. The easements are necessary for the
reconstruction of Sandy Lake Road to a four-lane divided roadway with improved drainage, and the
construction of an eight-foot hike and bike trail along the south side of the road.
The City of Coppell is offering $3.44 per square foot for the permanent right-of-way. This is the land
value as shown in the Dallas Central Appraisal District. The right-of-way is located north of the existing
8-foot brick wall and is necessary for the construction of roadway improvements and the hike and bike
trail. The sidewalk and utility easement is contained within an existing 35' x 35' visibility triangle located
at the northwest comer of your parcel. The triangle-shaped easement is commonly referred to as a 'comer
clip'. The city is offering a set amount of $500.00 for this comer clip. This is the standard amount that
was established for the acquisition of comer clips on the recently constructed portion of Sandy Lake
Road. The temporary slope easement will allow the contractor to access and utilize your property for the
necessary grading. Once the grading is completed, the area will be returned to its original condition to the
maximum extent possible. Permanent utility easements are usually acquired at one-half of the land value.
The value of a temporary slope easement is based on a 'temporary lease' of a permanent utility easement
at a 5% return to the owner. Temporary slope easements are not filed with Dallas County, and expire
upon completion of the project. The acquisition of these easements will not adversely impact your
property, the existing brick wall, or the entry sign.
This letter constitutes an offer from the City ofCoppell for the acquisition of the easements as follows:
1. Acquisition of permanent right-of-way at $3.44/sq. ft. x 523 sq. ft.
2. Acquisition of sidewalk and utility easement (comer clip)
3. Acquisition of temporary slope easement at ($ 1. 72/sq. ft. x 784 sq. ft.) x 5%

Construction is scheduled to start in the 1 st quarter of 2005 and we need to acquire the easements as soon
as possible. Enclosed are copies of the easement documents. If the above offer is acceptable, please sign
below and return to this office. Once the letter is received, the process for payment of the $2,366.54 can
start. When the check is ready, we can arrange a mutually agreeable method to exchange the documents
and the check.
