Box 2352 Coppell, Texas 75019 RE: Sandy Lake Road 1 ST 99-02A Sidewalk and Utility Easement 1 Temporary Construction Easement Dear Mr. Clark: This is a follow-up to our August 3, 2004 letter regarding the city's need for a lO-foot sidewalk and utility easement and a temporary construction easement on property that is owned by Coppell Bible Fellowship. The easements are necessary for the reconstruction of Sandy Lake Road to a four-lane divided roadway with improved drainage, and the construction of an eight-foot hike and bike trail along the south side of Sandy Lake Road. Upon receipt of the August 3 letter, you inquired about having both lanes of the drive open on Sundays during construction. The consultant and the city looked at several options to provide access for the church. The best option is the construction of a temporary two-lane, 20-foot wide drive that would be removed upon completion of the new drive. The temporary drive will provide two opens lanes every day of the week. The drive will impact property outside of the proposed temporary construction easement and may require the removal and replacement of several trees and some additional irrigation and sod. The other option is to provide for two lanes of access on Sundays only. The contractor will be required to install and remove temporary pavement as necessary to provide for two-lane, 20-foot wide access into the property. An exhibit of the temporary two-lane drive is enclosed, please let the city know if this option is acceptable to the Church. The construction of this project will necessitate the relocation of the existing emergency siren located east of Branchwood Drive in the south right-of-way of Sandy Lake Road. The Emergency Management Officer has determined that the southeast comer of the State Road/Sandy Lake Road intersection is the most suitable site to relocate the siren. The siren can not be relocated to the open area north of Sandy Lake Road because the elevations are lower and the siren will lose coverage. It will be located in city right-of-way, but will be in close proximity to the northwest comer of the Church property. Sirens are typically installed on 2-foot diameter concrete foundations with 10-foot square concrete aprons. The sirens are tested the first Wednesday of each month at 1 :00 p.m., weather permitting. An exhibit showing the proposed and existing location of the siren is enclosed. \ Cj"2- The City of Coppell is offering $1.13 per square foot for the permanent sidewalk and utility easement. Permanent sidewalk and utility easements are usually acquired at one-half of the land value as shown in the Dallas Central Appraisal District. Temporary construction easements are not filed with Dallas County and will expire upon completion of the project.
