The City has no objection to the items listed below.
This should not be construed to release the contractor with whom the
City of Coppell has entered a contract with ( Tiseo) from any obligations
under said contract. In other words, our contract with Tiseo is for
turn key installation of these signs. If there is something else
required to make them work, it should be provided with the installation,
whether or not that comes from you or someone else, that is of no
concern to us.

Southern Manufacturing Standard Specification
LED Internally Illuminated Street Name Sian
1. The sign assembly standard widths are 48 ", 72" and 96 ". The standard height is 19 ". Signs are single or double faced. 24" height is also available.
2. The body shall be aluminum. The maximum allowable weight of the sign (without hanging brackets) shall be 80 lbs.
3. The body of the sign shall consist of an aluminum one -piece box type enclosure and separate hinged door assembly. The top of the sign body shall
include drip rails to prevent water from entering the electrical housing. All seams shall be continuously welded for a watertight seal. A minimum of
three .25 -inch drain holes shall be located in the bottom of the sign body, a maximum of one foot from each side of the sign.
4. The color of the exterior of the sign assembly shall be glossy black. All exterior surfaces of the sign assembly shall be powder -coat painted in
accordance with Military Standard MIL -C- 24712. Finish will meet the requirements of ASTM D 3359, ASTM D 3363, and ASTM D 552. A
quality assurance program shall be in place, meeting MIL- 1- 45208A.
5. Sides shall have a removable face. The aluminum door shall be one -piece frame construction. The door shall open in a downward motion. The
sign face shall be secured by attaching four frame plates, (bottom, top, and two sides), secured by studs and nuts, holding the sign face in place.
Slide —in grooves will not be accepted. The door shall have a full - length stainless steel hinge on the bottom edge. Door shall be sealed with a UL
listed foam gasket. Gaskets shall be installed continuously on the doorframe to seal the sign face to the doorframe. Another strip shall be installed
on the sign body matching where the door seals. The door shall be secured from opening by a minimum of two stainless steel '/4 -20 thumbscrews to
prevent the door from opening when the sign is flexed. The threaded portion of the thumbscrew shall screw into captive nut assembly on the sign
body. All hardware shall be type 304 or 316 stainless steel.
6. Sign shall be UL listed and approved.
7. The sign face shall be constructed of 1/8" white polycarbonate.
8. The sign shall have UL approved foam gaskets, to provide a watertight seal between the door and the housing and between the sign panel and the
doorframe.
9. The sign shall also include a replaceable fuse at the electrical power wire entrance compartment.
10. The sign assembly including sign panel and mounting assemblies shall be designed, tested and constructed so that no permanent deformation,
warping or failure will occur when subjected to 110 mph wind loads.
11. The sign shall include solid -state high flux/high output ultra high brightness white LED light engine strips (described in detail below), utilizing
state -of -the -art high power LED's and high efficient heat dissipating metal carrier body. These strips shall be of length adequate to effectively light
the sign face. Light strips shall be mounted horizontally in the top of the sign at an angle towards the face of the sign. (1 row for single face and 2
rows for double face signs). These strips shall utilize integral internal reflectors that will maximize the light output at the sign face. The light strips
shall be mounted directly to the top of the sign body so as to be thermally linked to the sign body for heat dissipation. A secondary reflector in the
bottom of the sign shall be used to spread of the light evenly over the lens. All reflectors shall be made of mirror finish aluminum alzak material.
12. The LED sign shall emit a uniform average of 600 lux through the sign.
1.0 PURPOSE
The purpose of this specification is to provide the minimum performance requirements for the LED Light Engine for illuminated street signs
specification is not intended to impose restrictions upon specific designs and materials that conform to the purpose and intent of this
specification. The LED's utilized in this product shall be white in color and utilize InGaN or UV thermally efficient technology.
2.0 PHYSICAL AND MECHANICAL REQUIREMENTS
2.1 General
LED Light Engines are designed as retrofit replacements for existing illuminated street signs. Retrofit replacement LED Light
Engines shall fit into existing DOT approved street signs.
2.2 Environmental Requirements
The LED lamp shall be rated for use in the ambient operating temperature range of -40 to +50 °C (40 to +122 °F) and for
storage in the ambient temperature range of -40 to +75 °C ( -40 to +167 °F).
2.3 Construction
2.3.1 The LED Light Engine shall be a single, self - contained device, for installation in existing street sign housing. The
power supply must be designed to fit and mounted on the inside wall at one end of the street sign housing. The LED Light
Engine shall be mounted within the inner top portion of the housing. Because of this system configuration, no components of
the light source sit between the faces of the sign.
2.3.2 The assembly and manufacturing processes of the LED Light Engine shall be designed to ensure that all LED and electronic
components are adequately supported to withstand mechanical shocks and vibrations in compliance with the specifications of the ANSI,
C136.31 -2001 standards.

3.0 ELECTRICAL
3.1 Voltage Range
3.1.1 The LED Light Engine shall operate from a 60 + 3 cycle AC line power over a voltage range of 80 to 135 Vac rms.
3.1.2 Fluctuations in line voltage over the range of 80 to 135 Vac shall not affect luminous intensity by more than ± 10 %.
3.2 Power Factor (PF) and AC Harmonics
3.2.1 The LED Light Engine shall provide a power factor of 0.90, or greater, when operated at nominal operating voltage and
at a temperature of +25 °C ( +77 °F).
3.2.2 Total harmonic distortion induced into the AC power line by the LED Light Engine, operated at a nominal operating
voltage, and at a temperature of +25 °C ( +77 °F), shall not exceed 20 %.
3.3 Wattage
3.3.1 The LED Light Engine shall not exceed the following maximum power values:

3.4 Duty Cycle
The LED Light Engine shall be cycled ON and OFF with a photocell, timer, or other device that would only turn the unit ON
during the hours of darkness.
4.0 PHOTOMETRIC REQUIREMENTS
4.1 Luminous Intensity & Distribution
4.1.1 The entire surface of the sign panel shall be evenly illuminated. The average maintained luminous intensity measured
across the letters, operating under the conditions defined in Sections 2.2 and 3.4, shall be of a minimum value of 100 cdlm
4.1.2 The manufacturer shall make available independent laboratory test results to verify compliance to sections 3.3.1 and
4.1.1.
5.0 QUALITY ASSURANCE
5.1 General
5.1.1 Quality Assurance Program
The LED Light Engine shall be manufactured in accordance with a vendor quality assurance (QA) program. The production
QA shall include statistically controlled routine tests to ensure minimum performance levels of the LED Light Engine build to
meet this specification.
5.1.2 Record Keeping
QA process and test result documentations shall be kept on file for a minimum period of seven (7) years.
5.1.3 Conformance
The LED Light Engine that does not satisfy the production QA testing performance requirements shall not be labeled,
advertised, or sold as conforming to these specifications.
5.2 Manufacturers Serial Numbers
Each LED Light Engine shall be identified by a manufacturer's serial number for warranty purposes.
6.0 WARRANTY
6.1.1 LED Light Engines shall be replaced or repaired if they fail to function as intended due to workmanship or material
defects within the first sixty (60) months from the date of delivery.
6.1.1 LED Light Engines that exhibit luminous intensities less than the minimum value specified in Section 4.1.1 within the
first thirty-six (36) months from the date of delivery shall be replaced or repaired.
