locations in 9 states. ECS' Dallas office is conveniently located in Addison, Texas at
4950 Keller Springs, on the East side of the Addison Airport Toll Tunnel. ECS'

environmental, and construction materials engineering. The firm was founded in 1987
by two Washington, DC-area engineers who together had over 50 years of experience.
- ECS employs a staff of more than 1,100 people, including registered professional
engineers and geologists, certified laboratory technicians and construction inspectors,

explorations with emphasis on foundation systems for buildings of all'types, drainage
system designs and other ground water issues, retaining structures, problem soil sites,

Group has provided full-scale testing and inspection services on thousands of projects
with scopes of work reflecting our ability to follow projects from earthwork phases
through roofing construction, including such complex activities as forensic

steel, and roofing phases of construction.
• ECS employs state of the art technology for delivering reports within 24 to
48 hours via emailed .pdf reports. Utilizing handheld PDA's ECS
technicians input test data and observations while at the project site, and
upload the information to our office for review, and rapid report
turnaround, avoiding weeklong delays in receiving test reports. Future
technology plans include camera phones for taking site photos, attached to
reports, and enabling GPS features in our PDA's to allow alternative
location listings in field reports, such as density tests.

ACCREDITATION
ECS D/FW office is actively seeking accreditation from the AASHTO
ACCREDITATION PROGRAM (AAP). The AAP is scheduled to visit our
laboratory for accreditation in November 2006, during their next tour of Texas. At the
time of this submittal, ECS Dallas' office has been inspected by CCRL, for the
concrete and aggregate testing portion of the AAP program. All ECS equipment has
been calibrated by an accredited independent calibration agency. The Dallas office
participates in proficiency sample testing of soils, aggregates, and concrete through
AMRL and CCRL. In addition, only qualified personnel working under the
supervision of licensed engineers perform tests. ECS technicians are NICET and ACI
certified for performing field and laboratory tests. Tests are performed in accordance
with recognized procedures such as ASTM and TXDOT.

Mr. Franklin is Principal Engineer and President of ECS-Texas, LLP. He is responsible for scope
development, contracting, financial management and implementation for projects performed out of the
Dallas office, as well as project management for geotechnical engineering projects for the State of Texas.
Representative sampling of recent key assignments and experience:
• SUBSURFACE INVESTIGATIONS - Mr. Franklin has served as the principal geotechnical
engineer for many projects in Central Texas and the Gulf Coast. These projects include
_ analyses for shallow and deep foundations including mats, drilled piers, piles, slope stability,
roadways and railways, tank farms, river front structures, retaining walls, and dynamically
loaded equipment foundations. These projects include subsurface conditions with very soft
alluvial deposits, expansive soils, stiff clays and rock. He has also conducted advanced in situ
- testing such as dilatometer, presswemeter, ultrasonic cross-hole, plate and pile load tests.
Clients that he worked with include heavy industry (refineries, chemical plants, and paper
mills), local and state governments (city-parish government, Texas Department of
_ Transportation, Texas Turnpike Authority, Louisiana Department of Transportation and
