Public Works/City Engineer RE: Consideration and approval of making a recommendation to the City Council concerning Land Use Assumptions, Water and Waste Water Capital Improvement Plans and the proposed Water and Waste Water Impact Fees. Date: October 28, 1994 In 1991, the City Council adopted water and waste water impact fees, based on a study performed by Ginn, Inc. The City has reevaluated the water and waste water needs for the City of Coppell utilizing the consulting firm of Rady and Associates. Based on the projected buildout of the City of Coppell, a capital improvement plan has been generated. At the Planning and Zoning meeting, staff will be asking the Commission to recommend approval of the Capital Improvement Plan for the City of Coppell for both water and waste water. As a second part of the study, the impact fees for those proposed improvements were recalculated. Currently, the City is charging $450.00 for the waste water connection and $650.00 for the water connection per equivalent service unit. During the formulation of this study, the City has tried to take a realistic approach to the actual improvements that could be constructed within the next five years. Because of that approach, the numbers show that the waste water impact fee should stay the same. However, it is recommended that the water impact fee should be lowered to $450.00 per equivalent service unit from the current $650.00. A copy of the 1994 Capital Improvement Plan and Impact Fee Study is included with this packet. Staff will be seeking a recommendation form the Planning and Zoning Commission to process on to the City Council in regard to the Capital Improvement Plan and the Impact Fee Study.
