North Kaye Street Drainage
(First Neighborhood Meeting)
On September 20, 1990, we held the first neighborhood meeting with affected
residents to the south of Spanish Moss Court and to the north of Kaye Street.
Please note that only limited number of residents attended this meeting.

Besides Steve and myself, Ron Morrison of Kimley-Horn and Walter Skipwith of
Albert H. Halff, were also present and provided the result of their study -
findings and the proposed solution.
Basically, I briefed them with the progress made on this project and that Staff
is actively pursuing this item to insure timely implementation. We also
indicated that to make this option work, we would need their full support and
dedication of necessary easements, etc. The meeting proceeded generally well
and we had a period of questions and answers, etc. There were few who spoke in
favor of the proposed solution, including Mr. Gilbert L. Welch, who requested
that if the City does not receive the needed drainage easements from all affected
residents, that we pursue some other options to take care of this drainage
problem.
In general, there were some concerns that this improvement may not take care of
the problem and I indicated that City Staff, along with our consultant, are
recommending this option as the best one for resolving the drainage problem.
Attached please find copies of status report, which we are mailing out today to
all affected residents. Although I have already investigated their site and
talked to individuals in that area, I will meet with them again, individually.

As you know, City Staff conducted a neighborhood meeting, in reference
to the above proposed drainage improvement, at Town Center on
September 20, 1990 at 6:30 P.M. This meeting served as a follow-up to
the August 28 City Council meeting, at which staff was authorized to
pursue the recommended solution to this drainage problem.
Although the participation to the September 20 meeting was low, most
of you (if not all) are aware of this proposed drainage improvement.
Staff has been keeping you informed by means of individual site visits,
and through notification and correspondence, etc.
In the next few days, please be advised that City Staff, at your
convenience, will be setting up individual meetings with you at your
residency. At that time, Staff will bring you up-to-date on the
project, answering any questions and concerns you may have.
Please note that Staff is actively working on this proposed project.
We would like to mainly discuss with you the City's need for drainage
easements for installation of this drainage system. We are
respectfully requesting your support, participation, and your
dedication of the necessary drainage easements, enabling the City to
implement this project in a timely manner.
Again, we appreciate your time and cooperation given to this matter.
Should you have any questions, please call Public Works Department,
Engineering Division, at 462-8495. We look forward to meeting with you
very soon.
