DR8902-CS 940727 CopDell, Texas 75019 ~~ The City With A Beautiful Future 214-462-0022 July 27, 1994 D.W. Bain 721 Bethel School Road Coppell, Texas 75019-4186 RE: Drainage Easement at 721 Bethel School Road Dear Mr. Bain: This letter is written as a follow-up to your recent letter concerning the City's position on the outfall of a storm sewer pipe that crosses your property. You and I have talked numerous times concerning this issue. On October 15, 1992, I provided a letter to you stating that the City had no plans to extend the drainage system nor perform maintenance in the drainage easement. It has been conveyed to you both verbally and through that letter that the City's policy in regards to the maintenance of drainage easements is that the City does not maintain them. The same (5~tober, 1992 letter informed you that if you wished to be on the City Council agenda a written request should be forwarded to the City Manager's office to be placed on the next agenda. Recently, both the Street Superintendent, Rey Gonzales and myself have spoken with Mr. Masingill, at 717 Bethel School Road concerning the same issue. I have given your address and telephone number to Mr. 6onzales and asked him to contact you. Any maintenance of existing drainage facilities is handled through the Public Works Department and as such the Engineering Department is typically not involved. Drainage facility is defined as the actual permanent improvement, not the outfall ditch. My involvement in the past was as a middle person between Engineering and Public Works and to inform you of City policies regarding the extension of the drainage system and any plans the City might have had on the Master Plan to extend the drainage system. Again, the City has no plans to extend the drainage system and any maintenance of drainage facilities is handled through the Public Works Department. I hope this letter has answered your questions concerning the issues you have raised. Sincerely, Ke~nneth M. Griffin, P.E. Assistant City Manager/City Engineer cc: Jim Witt, City Manager Rey Gonzales, Street Superintendent
