We made additional measurements of the installed aerial pipe system and contacted
EBAA Iron to confirm whether sufficient clearances would be available for the Megalug
joint restraint harness. The memo regarding this inquiry is attached. The clearance
outside the pipe is a minimum 2.5 ". We measured approximately 3" of clearance. The
clearance from the bell to install the restraint longitudinally along the pipe is a minim 5"
of straight pipe. We did not measure the straight pipe but found 9" from the end of bell
to the outside face of the hanger at the location where the hanger was closest to the
joint. If the sloped part of the joint is 4" or less the MegaLug restraint can be installed.
EBAA Iron suggested one restraint be ordered and attempted to be installed at the
tightest location. The most northerly joints are closest to the hanger straps. The
spacing increases with each joint from north to south and there is plenty of clearance
except the two most northerly joints.
I met with our structural engineer to evaluate where to allow the pipe joints to move
longitudinally and how to restrain joints not secured by MegaLug restraints. We
evaluated many options and determined to keep three joints non - restrained including the
most outside joints and one in the center. We determined that a metal frame could be
fabricated and secured from the top deck of the bridge. The frame will be designed to
require two drilled (large) bolts through the deck and be bolted to the bottom of the deck.
We looked at other methods to secure the pipe and feel this is a cost - effective method,
which will not place any loads or longitudinal movement restraints on the pipeline. The
frame will be slightly larger than the O. D. of the pipe and will not allow the pipe to deflect
more than about 0.25" laterally. The structural Engineer has worked with a local
fabrication shop locally and feels the metal frame restraint can be fabricated within three
working days.
Attached is a sketch indicating the location of the metal frame restraints and the
MegaLug Restraints. The most difficult joint to be restrained with the MegaLug device is
the north end. We suggest the sequence and plan of action to be as follows:
1. Martin Ledford will complete a structural design of the restraining frame today.
2. He can then contact the fabricator and start assembly of the metal frames.
3. We suggest one MegaLug Series 1100HD restraint harness be ordered
immediately.
4. We will complete a plan drawing which details the installation.

5. If the North Joint cannot be restrained by the MegaLug device, one additional
metal restraint will be manufactured.
6. If the MegaLug restraint proves to work, six additional units would be ordered to
restrain the remaining joints for a total of seven joints with MegaLug restraints.
The MegaLugs can be order from several local supply houses but will be required to be
shipped from the manufacturer. We have been coordinating with Brad Greer of Jim Cox
Sales, Inc. He suggested that the contractor call him and he would provide ordering
instructions and confirm which suppliers locally can order the material. He can be
reached at 214 -353 -9070. Unless directed otherwise, we will begin design of the plan
layout and the metal frame detail today. EBBA Iron is aware of the situation and told use
they would assemble the Series 1100HD restraints in two days. Please call me if you
have any questions or comments.

INSTALLATION INSTRUCTIONS
1 Install spigot end of pipe into the bell in the
normal manner.
2 Disassemble one split Megalug restraint and
place boat halves on the spigot side of the
joint. The lip of the restraint should always
face toward the bell- Reassemble the
clamps and plates to hold the two halves
together tightening the bolts at the split$ to
60 ft-lbs.
3 Disassemble the second Megalug restraint
(a split ring on the 6" and 8" sins) and
place the halves around the pipe behind and
as close to the bell as possible. Make sure
the lip of the restraint faces the bell.
Reassemble the clamps and plates to hold
the two halves together, tightening the bolts
at the splits to 60 ft -lbs. Align the split of
the first restraint with the split of the
second.
4 insert the tie bolts that c onnect the
restraints. There should be a bolt at each
available bolt hole for maximum
distribution of the operating forces. Place
nuts on tech end of each tic bolt.
3 Tighten the torque limiting twist off nuts in
a clockwise direction (direction indicated
by arrow on top of nut) until all we gels A
in farm contact with the pipe
Continue tightening in an alternate manner
until all of the nuts have been twisted off.
6 Tighten the nuts on the tie bolts until they
are snug against the restraint rings.
