ST9401-CS 980901 (2)September 1, 1998 Mr. Garreth Campbell City of Coppell P.O. Box 478 Coppell, Texas 75019 Re: Denton Tap Road Cottonwood Creek to S.H. 121 Bypass Dear Garreth: As you know, Rebcon has had great difficulty obtaining the correct information to construct the bridges for the referenced project. The problems with the structural plans started with the bidding phase and continue to this day. I have no idea how many more problems we may encounter as we start each new phase of the bridge construction. Ulys Lane has been very helpful in trying to answer our questions, but he must pass on any structural questions to his structural engineer, Martin Ledford. Mr. Ledford's answers to our questions have in many cases not been timely nor have they always been correct or complete. Our frustration with Mr. Ledford has caused us to hire both Kurtz- Bedford Associates and Reedcon to find elevations and design criteria which should have been in the plans. In addition to the elevation problems, there have been other details in the plans which contradict each other or are wrong. I have been very hesitant to write this letter to you, because we don't want to damage our relationship with the City of Coppell and Wier & Associates, but we have suffered financially from the delays and the incorrect plans. We are asking for our $13,000.00 deduct for the bridge deck options to be reduced to $11,000.00 to cover a portion of our costs in resolving these issues. We are still frustrated by the plans, but we are trying to continue building the project in a timely manner with the quality you expect. I know your schedule is already very full, and you don't need any more headaches, but we would appreciate any guidance you can give us in dealing with any more structural problems which might occur. Thank you for your time in considering these issues. Sincerely, REBCON, INC. X Robert C. Bibby 1 868 W. NORTHWEST HWY. DALLAS, TEXAS 75220 972/444 -8230
