Halff Associates arrived on site at approximately 4;00 pm on September 7 for
construction observation. The irrigation system and the landscaping near the monument
sign at the intersection of Freeport Parkway and Dividend Drive have not yet been
repaired. Backfill has been placed under the monument sign to better support the sign.
The entire storm sewer trunk main has been installed except the manholes. The contractor
is going to install 6' diameter storm manholes instead of 5' diameter manholes to better
facilitate the connection of the storm pipe to the manhole. The contractor is almost
finished installing the 16" water main. Only about 5 or 6 joints still needed to be
installed. The water line is being backfilled with sand material then native material.
Caution tape is being laid in the trench within the native backfill layer. The water
laterals were also being installed, and 1 fire hydrant has been installed. The contractor is
installing the water laterals under the storm sewer instead of over as the plans show. The
contractor was not comfortable with the about of cover. He is going to concrete encase
the water laterals that are installed under the storm sewer.
