Halff Associates arrived on site at approximately 9:00 am on August 24 for construction
observation. The irrigation system and the landscaping near the monument sign at the
intersection of Freeport Parkway and Dividend Drive have not yet been repaired. The
crew was installing the storm sewer laterals. The entire trunk main has been installed
except the manholes. Crushed rock was being used for the embedment and select backfill
was being used before the native material was being backfilled. The contractor stated he
will install all storm sewer laterals on the south side of the main line and approximately 2
joints of the storm sewer laterals on the north side of the main line. The water line will
be installed prior to finishing the north storm sewer laterals because the water line is
lower. The contractor stated they should be starting the water line installation by
Thursday, August 25, 1999. Erosion control methods (plywood) were being used to
block exposed RCPs at the end of the work day. A dozer was excavating the existing
trees in the median of Freeport Parkway which are to be removed for the installation of
the left turn lane.
