Executive Summary
Analysis of Existing Condition~~' ~
~ The result of site investigations by, City's staff and
~ consultant, Albert H. Halff & Associates/indicates that there

~~+~~s been aggravated by Shadow Ridge Estates
development and construction of homes, driveways, fences,
swimming pools, landscaping, etc.
Proposed Solution
City staff has reviewed the two proposed solutions, by Albert
H. Halff and Associates, for this drainage problem and
recommends that a 15-inch and 18-inch PVC, along with PVC area
drains, be installed as shown on attached figure.
Cost Estimate
The cost estimate for this drainage improvement is
$102,000.00. Please note that Albert H. Halff initially had
estimated $85,000.00, as shown on the attached itemized cost
list. However, per staff's review and comments, they revised
the estimate to include testing, surveying, contract
administration/inspection and construction.
Site Investigation and Contacts with Affected Home Owners
Staff met with most home owners on north side of Kaye Street
and also met with some of the home owners on Spanish Moss
Court, just north of Kaye Street. Staff left a notification
for those who were unavailable to be contacted in person.
Generally, we received lots of support from affected home
owners, especially along north side of Kaye Street. Staff
indicated to each home owner that City needs ten (10) feet of
drainage easement throughout the proposed system's route, and
verbally they had no objection to this request.
Please note that according to Larry Jackson, City Attorney,
we should acquire drainage easements from each individual home
owners before any construction takes place and therefore,
easement dedication documents need to be prepared and fully
executed.
We made the affected home owners aware of the upcoming City
Council meeting (August 14, 1990) regarding this item.
General Comments Made by North Kaye Street Home Owners:
-- They want fences to be put back in their original places.
-- They are willing to dedicate drainage easements, but ask
that City consider using the existing utility easements
along Shadow Ridge Estates, wherever there may be
obstacles which may be costly to remove and/or replace,
such as sheds, etc.
-- Some expressed concerns about double fences in their back
yard with tall grass and trees growing inside them and
that they were hard to maintain.
-- Most of them indicated that they didn't have such
drainage problem in the past until Shadow Ridge Estate
subdivision was built, and therefore, they felt that the
developer should participate in cost.
-- Few indicated that having an alley in the back would have
solved this drainage problem.
General Comments Made BV Affected Spanish Moss Court Home Owners
(Please note that staff was able to talk to four (4) home
owners out of fifteen (15).)
-- They have no objection with City using the existing 10'
utility easement, as long as the grading, landscaping and
fences are restored.
-- Some were concerned about existing large trees, which
caused them to pay extra to buy such lots. They want to
be kept informed of this project.
-- That whether the existing inlet on Spanish Moss Court
can handle the drainage flow.
-- Generally, I received support from home owners that I
talked to and an indication that they will work with the
City.
Staff's Comments
-- If approved by the City Council and funds allocated, the
actual survey, engineering design and construction will
take approximately three (3) months, assuming that there
is no unexpected delays.
-- Based on the site investigation, ten (10) feet of
drainage easement can be acquired for most parts with the
exception of few locations. To avoid any major costs,
we should consider using whatever available drainage
easement (4' to 6') given in combination with the
existing utility easement on Shadow Ridge Estate lots.
The possibility of acquiring a customed drainage easement
does exist.
-- Staff is in process of exploring some additional ways of
getting assistance toward funding this drainage
improvement. This effort is in progress.
-- Staff will be available at the August City Council
meeting to answer any questions that you may have.
