Box 478 Coppell, TX 75019 Re: Bethel School/Pelican/Blue Jay -- Drainage Dear Mr. Ratliff: Prior to the recent heavy rains in May and June, our firm prepared an Engineering Report analyzing the problem and recommending proposed improvements to help alleviate some of the flooding along Bethel School and Pelican Lane. A subsequent meeting with the homeowners indicated a need/desire to add some additional storm sewers above what was recommended in the report. Due to the fact that residential property was flooded and that public health is at risk, we have taken the liberty to negotiate a proposal with SYB Construction Co. for the construction of the storm sewers. This proposal is presented for your consideration. If the City Council elects to declare an emergency and award the contract, this will expedite the construction by about 4-6 weeks. As a matter of record, it must be noted that the construction of the additional storm sewers will not guarantee the homes will not be flooded again because some of the floor slab elevations are below the top of this curb. The property owners must remove fences and other obstructions to allow for positive overflow between the houses. We are available to discuss this matter at your convenience. Sincerely, H.
