P. E. Pacheco Koch Consulting Engineers 8350 N Central J ~xpy, ,')uite 1000 Dallas TX 75206 RE: Dividend Drive / Point West Blvd., Duke Lesley Addition Construction Plan Review Comments Dear Mr. !':vans: The City of Coppcll has reviewed your re-submittal for the referenced construction plans and has the Illjlowing COlllments to otler: Sh(;ct C J .5 - I. ADA ramps should be provided at the intersection of Dividend Drive with Belt Line Rd. Sht'ct C2.1 - " Please explain why the proposed 16" waterline in Dividend Drive is being installed so deep. It appears that the waterl ine would still meet the depth requirements if raised. 3. Why arc lire hydrants being installed on the west side of Dividend Drive where there IS inadequate 1'00111 to develop the land? 4. There are several other minor comments on this page that need to be evaluated. {?h('ct (2)-= 5. Ensure that all waterlines are installed according to TCF':Q requirements as they cross sanitary sewer lines. At a minimum, the waterline should cross above sanitary sewer lines and be encased 9' either side of the sewer line, if the required clearances are not provided. ShCt~t C2.4 - 6. i\t the connection of the 16" waterline with the 12'" waterline at the intersection of Point 'vVest Blvd. and Dividend Dr., the Utility ]kpt has suggested a tee be used in lieu of the cross. If the waterline needs to be extended north to provide water service to the development north ()f Dividend 1Jr., then an additional tee should be installed either east or west of the requested tee. ] f YOLl do use a cross at this location, a 12" valve needs to be provided and one joint of pipe stubbed out north and capped. 7. !\gain. it appears that the ] 6" waterline could be wised and still go over the top of the proposed box culverl in I )ividcnd Dr. Please reevaluate 255 PARKW-AY-~ -;.-0 BOX 9478 * COPPELL TX 75019 * TEL 972/462 0022 * FAX 972/3043673 8. If the waterlinc is kept in its current configuration, an air release valve should be provided at approximately Station 3}\ tOO. Sheet C2.6 - 9. An air release valve should be provided at approximately Station 5+85. 10. Again. it appears the 16" waterline could be raised. 11. Your proposed connection of the new 16" waterline to tbe existing 12" waterline is not acceptable. As an alternative, you should explore tbe possibility of using 450 bends on the cxisting 12" waterline to take it further west and then go through the proposed junction box providing a steel encasement for the waterline. Then a l6x 12 reducer could be used on the south side of thc junction box to connect to the new 16" waterline. 12. Also. please ensurc that the proposed 16" waterlinc is a minimum 9' away from the proposed sanitary sewer line. Sheet C2.7 - 13. Provide eithcr a blow-otT valve or firc hydrant at Station 14+66 of the proposed 16" water line. Sheet C2.8 - 14. The proposed 12" \vaterline in Point West Blvd should go above the proposed 12" sanitary sewer line at approximately Station 01 85. 15. There are also othcr minor comments on this sheet that need to be addressed. Sheet C2.9 - 16. Stub out at least one joint of pipe past the tee for the proposed 12" waterline at approximately Station 9 t 40. Also, a full joint of pipe stub out should bc provided for the proposed 12" watcrline across Point West Blvd at approximately Station 14186. 17. In your water and sanitary scwer General Notes, note number 2 should state that all 12" and larger water lines shall be pye C900 DR18 Class 150. All 10" and smaller water lines shall be PVC C900 DR14 Class 200. Sheet C3.4- 18. Show the proposed waterline in profile view. Sheet C3.5- 19. Please reevaluate the location of the terminus of the proposcd 12" sanitary sewer line in Point W cst Blvd. It appcars that the line should be extcnded further south the provide service for development on the cast side of Point West Blvd. Sheet C4.1 - 20. Please explain how Drainage Area E 1 is being picked up and placed in the drainage system. 21. There is no stub out to pick. up Drainage Area E7. Please explain how it will be placed in the proposcd drainage system. 22. Please show where Drainage Area [12 is picked up. 23. Your proposed contour shows the northern part of Drainage Area Al flows to the north, however your calculations assume it is picked up in the proposed channel. Please provide inltmnation showing hO\\ the site will he graded so that the t10w from Drainage Area Al is directed toward thc concrete channel. 24. Thcre appear to be low points created with the grading of the property in the southern portion of Drainage Arcas A 1 and 13 I. Please cxplain how these low points are to be picked up and conveyed to the proposed drainage systems. Sheet C5.2 - 25. Therc may necd to be laterals stuhhed out to pick up the low points as shown on Sheet C4.1. Sheet C5.3 - 26. The discharge vclocity in the proposed 10x5 box culvert is too great to be discharged into a natural channel. Based on other notes associated with this set of construction plans, it is my understanding that this box culvert will be extended at some point to connect to the existing 10x6 box culvert. Please reevaluate whether the pipe should be extended at this time rather than in the future. ;\ Iso a drainagc casement will he req uired for the extension of Line B. 27. Show the flow line of the existing 1 Ox6 box culvert. Sheet CS.5- 28. All utility crossings should be shown in the profile view. 29. Consider a pipe stubhed out to pick up the onsite low point. Sheet C5.S - 30. Show a pipe sluhbcd out to pick up Drainage Area 1-:7. 31. 1 )rainage information should be provided tor lateral E-l. Sheet C5.9 - 32. Profile information should be provided for the drainage system at the intersection of Point West Blvd. and loB.I Freeway. 33. A junction box should he considered for the connection oflaterals H-2 and H-4 to Line H-l. Sheet C5.1O -- 34. Your channel cross sections shovv the (.)-100 to be 34.36; however, as the channel goes east the Q increases such that as the channel approaches the existing concrete-lined channel to the north, the Q is in the neighborhood of 545 cfs. Please provide additional information on the proposed channel as it approaches the existing concrete-lined channel to the north to insure that the cross section has adequate capacity to convey the proposed Q. Sheet SQ-l - 35. The street signs should be LED lighted street signs, not aluminum signs as shown. 36. I'here arc othcr minor cornments on this sheet that also need to be addressed. Sheet TS - 1 - 37. Conduit and fiber should be provided from the proposed controller to the north to tie into the existing controllcr at loakeshore Dr. and Belt Line Rd. so the lights can be synchronized with the existing tranic lights on Denton Tap and Belt Line. 3X. Arc pedestrian signals being provided at this intersection') If so. they should clearly be shuwn in thc design of the traffic signal interscction. 39. Confi rmation lights should be shown. 40. There arc also other comments on this sheet that should be addressed. 41. General comment on traClic signal design: the components proposed for the traffic signal at Dividend Dr and Belt I -ine Rd should match existing City of Coppell traffic signal installations, i.e. the polc and mast arm design should be consistent with others in Coppell, Llnd the control ieI' and cabinet should be consistent with those existing already in Coppell. Once these comments have been addressed. please re-submit these marked-up plans and two sets of revised plans to thc City for review. If you have any questions or need additional infcmnation, please contact this office at your convenience. Sincerely. t~ rft- Kenncth M.Griffin.
