RE: Pelican @ Bethel School Drainage
As to our opinion concerning lot drainage, Inspections is primarily
responsible for grading, elevations of streets, right-of-ways, alleys,
and easements. The private property drainage would be the
responsibility of the home builder, not the City unless it is within
the floodplain. This is my understanding as it was conveyed to me
by the former City Engineer, our Consulting Engineer, and our Chief
Public Works Inspector. Furthermore, the project was not inspected
by the Chief Public Works Inspector, Steve Morton. It is my
understanding that this project was inspected by Ginn, Inc.. (You
may wish to contact Wayne to verify this).
In regard to construction control and my role as it relates to this,
Steve Morton is the Department Head responsible for developmental
construction that is private or semi-private. He began this work
October 13, 1986. He was transferred to Public Works July 11, 1987
from Engineering and works within parameters under my supervision
at present.
It is my understanding and that of the Chief Public Works Inspector
that lot grading is not part of his inspections. It has never been
the practice of the Engineering Department, Public Works Department,
or our Consultant's to perform the grading inspection on individual
lots at time of the infastructure acceptance.
