MEMORANDUM
TO: Alan Ratliff, City Hanager

RE: Engineer's Report on July 12, 1988 Storm
BACK GROUND:
This is the preliminary report for the July 12, 1988 storm. Attached
are: 1) a list of the calls received; and 2) a list of action taken.
I have (or will) contacted each person to interview them on the phone
and/or visit with them at their respective site(s).
The major part of the damaging storm that day lasted from approximately
7:15 p.m. to 8:30 p.m., and we have had reports of rainfall being from
2~ inches to 4~ inches. (The 100 year rain would be 4" in one hour).
If we had greater than a 100 year storm, assuming that was the design
storm, then it is reasonable to believe that there could be property and
structure flooding. If the flooding I witnessed on Mockingbird Lane
between Sandy Lake Road and Cherrybark is representative, then we had a
greater than the design 100 year rain.
As you know, the two major flooding areas were on Pelican Lane and North
Shady Dele. The other reported areas have not yet been field inspected
and researched by me. I will complete that work this week, and would
anticipate having at least a preliminary engineering solution for each
site by August 15, 1988.
PRELIMINARY CONCLUSIONS:
It appears that this area is drained by a system that was desiKaed,
constructed and approved with by City, Therefore, a re-~valuation will
need to be done that will involve securing the design records,
evaluating, developing an engineering solution timt will lumdle these
more severe storms, and then identify funding, etc.
NORTH S~L~DY DALE:
As I understand, Skaggs Alpha Beta is committed to install improvements
from their site to the High School site. That would seem to be the
solution for this area. I am pursuing this matter.

FOR
JULY 12, 1988 STORM
- Called on all reported flooding situations (see attached list),
informed them we are investigating all complaints and
follo~up. Referred to City Secretary's Office for damage claims.
- Notified Design Engineer for the Pelican Lane flooding.
- Recieved Police Department List (7-14-88) and Public Works
Department List (7-15-88). (ATTACHED)
- Per the Public Works Department, confirmed that all Drainaie
Systems were operational,
- Consulting staff and Ginn, Inc. on problem areas.
- Received varied reports on rainfall from 2~" to 4%" (over 4" would
have been a greater that 100 year rain fall for one hour).
