DR8902-CS 880818August 18, 1988 MEMORANDL~ TO: Alan Ratliff, City Manager FROM: Russell Doyle, City Engineer RE: Culvert/Drainway Maintenance @ 632 Bethel School Road RECOMMENDATION: City Council approval for expenditures for an Engineering Analysis and remedial work that will be recommended by the Engineering Analysis to remove silt and dirt from the culvert at subject location. Total estimated funding is $5600.00. BACKGROUND: Mr. Don Jones has landscaped his drainway easement a number of times and it gets washed out at each heavy rain. He said if some remedial action is not taken, he will start billing the City for the remedial work. City staff has been working with Mr. Jones and Public Works had arranged for the County to clean out the culvert and dredge downstream, since the City does not have the proper equipment to do this type of heavy work. However, it was discussed and determined that an Engineering Analysis should be done to provide just how far we should dredge downstream of the culvert under Bethel School Road ; and how much, if any, regrading would need to be done upstream along Mr. Jones' property to blend with the slopes. This would ensure stable slopes after the work is completed. DISCUSSION: Although Mr. Jones feels the City should pay for the regrading on his property, he says he is willin$ to do the resradin$ .relatin$ to an~ culvert cleani~$ work to be done by the Cit~ likewise, Mr. Jones indicated to me that the neighbors will work with the City in identifying their sprinkler systems, so that the sprinklers will not be damaged. If this work proceeds, since the work to be done will be recommended action from the Engineering Analysis, the Engineering Department will coordinate the conduct of this work with Mr. Jones, Public Works and the other property owners. The estimated costs are: Engineering Analysis $ 720.00 Cleaning Work 3500.00 Surveying 500.00 Contingencies 880.00 TOTAL ESTIMATED COSTS: $5600.00 * See Attached Work Order SUMMARY: The work presented above is for providing the proper direction to this maintenance operation in order to return this culvert to orig- inally designed capacity; and to grade the drainway on both ends of the culvert so that the flow of storm-water will occur in an efficient manner, and that the slopes of the drainway remain stable.
