Re: Drainage problem - Kaye St. lots.
Dear Mr. Doyle:
~'his is in response to your letter of March 2, 1990, in which you
transmitted a drainage report and miscellaneous other documents and
information on the poor drainage conditions on Kaye St. lots adjacent to
the Shadow Ridge Estates subdivision.
I have reviewed all the information, and I sympathize with Mr. Welch and
the residents along Kaye St. as well as all city staff and others who
have struggled to identify and correct the drainage conditions.
However, I am quite surprised that at this late date the city has turned
to assign some responsibility for these conditions on Schrickel, Rollins
and Associates, Inc. Our firm was hired by the owner/developer of the
Shadow Ridge Estates subdivision to prepare engineering plans for the
public works improvements in the subdivision. These plans consisted of
water, sanitary sewer, drainage and street design. Our responsibilities
did not include lot grading plans or construction activities.
With respect to drainage we recognized and designed the above facilities
to accommodate the condition whereby stormwater runoff would flow south
to north from Kaye St. lots through Block D of Shadow Ridge Estates to
Spanish Moss Court. Our drainage area maps reflect this consideration.
Also, if you would examine the street elevations along Spanish Moss Drive
and Spanish Moss Court, you will find that we designed the street to be
excavated at the minimum some 14 or 15 inches below the existing ground
level. This excavated street design allowed for surface runoff from
south to north. At no location and in no instance did we design any
berm, dam or any other type of impediment to surface runoff.

Ginn, Inc. reviewed these plans on behalf of the City of Coppell. Mr.
Ginn and I were quite aware how critically important it was to have the
street low enough to drain the perimeter of the property (Shadow Ridge
Estates). Thus, if the perimeter of the property drained into the
street, then any stormwater runoff from outside the perimeter which
drained to the perimeter would also drain.
Mr. Ron Morrison in his Drainage Study Report based some of his
conclusions on a 2-foot contour interval topographic map. That contour
map could not have provided sufficient detail to reflect the severely
flat situation along the north side of Kaye St. When we designed the
improvements, we had extensive topographic detail. The "low" elevation
of Spanish Moss Court would allow any existing drainage patterns to
remain unchanged. As has been witnessed over the past year or two, flat
land does not shed water very well. Compounding the condition of flat
land is a soil with slow permeability, as identified by Mr. Morrison.
Once again, we are sympathetic to all those affected by these conditions.
But Schrickel, Rollins and Associates designed the improvements for
Shadow Ridge Estates in accordance with City of Coppell design criteria
and in conformity with good engineering principles. Nothing in our
design created a hindrance to the surface flow of water.
