DIVERSION
A. Description of Project
Design of storm sewer improvements to relieve street flooding in the Hunterwood
Subdivision. The basic services work plan includes the investigation into other design options
which may provide some interim flood protection at 415 Brooks Lane.
B. Scope of Work
Basic Services
Phase l - Investigate Construction Phasing Alternatives
This phase addresses the city council and staff commems on the cost of
the Brooks Lane Stage I drainage improvements. Water overtops the curb
in the 400 block of Brooks Lane (Hunterwood Subdivision) and the
homeowner at 415 Brooks Lane has reported garage flooding. The
existing storm sewer system in the Hunterwood Subdivision has
approximately 5-year capacity. Overflow was originally designed to pass
between the houses flowing to Stream Gl. These overflow paths have
been blocked by fences and landscaping. The Stage I alternative in the
"City-Wide Sto~m Water Management Study" provides 25-year protection
within this neighborhood and includes additional inlet capacity on Brooks
Lane. Other alternatives which have been discussed since the publication
of the above referenced report are:
· Inlets on Brooks Lane without the diversion.
· Diversion with stubouts for future inlets.
· Diversion to proposed Bethel School Road.
· Use of the existing sanitary sewer easement for the
diversion. This would require significantly more cost in
fence and landscaping repairs, however, an easement would
not have to be acquired.
· Flood proo£mg for the residence.
Preliminary cost estimates and a council presentation (1 maximum) are
included to aid in the final budgeting of funds for this project This phase

is independent of the other basic services and may alter fees shown in the
subsequent phases.

Phase 4 - Easement Documentation
This task includes the preparation of a legal description for the
required easements.
Services Not Included in this Contract
· Bidding and contract award
· Contract aclminislmfion

· Full time or half time resident consn'uction inspector
· Consulting services by others except as noted in the Scope of Work
· Filing fees, permit fees and taxes
· Certification that work is built in accordance with plans and specifications
· Environmental impact assessments
· Survey for preparation of record drawings
· Printing of plans and specifications over and above those reqtdred for city
review.

Fees quoted for subsequent phases may be altered by the results of the Phase 1
analysis.
The Basic Fee for the services described above will be based on a l-rap sum fee of
$20,548.00. The engineering services will be billed monthly or at the completion of each phase,
whichever comes frrst. The work will be invoiced on an hourly basis of 2.13 times salary costs.
Salary cost as defined by the ASCE Manual and Report on Engineering Practice No. 45 is the
cost of salaries (including sick leave, vacation, holiday and incentive pay) for time directly
chargeable to the project, plus unemployment, excise and payroll taxes and contributions for
social security, employment compensation insurance, retirement, medical and insurance benefits.
Direct costs such as reproduction, sub-consultant services, long distance phone calls, deliveries,
etc. will be billed at 1.10 times cost. Computer charges will be invoiced at 1.0 times cost. Phase
1 will be completed two (2) weeks from the date of approval of this conuact. Subsequent
schedules will be provided at the completion of Phase 1.
This proposal will serve as the engineering services contract upon execution in the spaces
below:
