CITY OF COPPELL 255 Parkway Boulevard Coppell, Texas 75019 ~~ Re: DIVIDEND DRIVE AND POINT WEST BOULEVARD Coppell, Texas Dear Mr. Griffin: This letter is to notify you that the enclosed Construction Plans have been revised in accordance with your January 22, 2007, Review Memorandum. The following items have been addressed as per the referenced review: SHEET C1.5 - 1. ADA ramps should be provided at the intersection of Dividend Drive with Belt Line Road. Response: ADA ramps were added at intersection. SHEET C2.1 - 2. Please explain why the proposed 16" waterline in Dividend Drive is being installed so deep. It appears that the waterline would still meet the depth requirements if raised. Response: Waterline was raised. 3. Why are fire hydrants being installed on the west side of Dividend Drive where there is inadequate room to develop the land? Response: Fire hydrants were removed from west side of Dividend Drive. 4. There are several other minor comments on this page that need to be evaluated. Response: Minor comments were addressed. SHEET C2.3 - 5. Ensure that all waterlines are installed according to the TCEQ requirements as they cross sanitary sewer lines. At a minimum, the waterline should cross above sanitary sewer lines and be encased 9' either side of the sewer line, if the required clearances are not provided. Response: All water lines crossing above sanitary sewer lines with less than 2 feet of clearance were concrete encased 9 feet either side of crossing. Mr. Kenneth M. Griffin, P.E. February 8, 2007 Page 2 SHEET C2.4 - 6. At the connection of the 16" waterline with the 12" waterline at the intersection of Point West Blvd. and Dividend D., the Utility Department has suggested a tee be used in lieu ofthe cross. If the waterline needs to be extended north to provide water service to the development north of Dividend Dr., then an additional tee should be installed either east or west of the requested tee. If you do use a cross at this section, a 12" valve needs to be provided and one joint of pipe stubbed out north and capped. Response: The cross was replaced by 2 tees. 7. Again, it appears that the 16" waterline could be raised and still go over the top of the proposed box culvert in Dividend Dr. Please reevaluate. Response: 16" waterline was raised above box culvert. 8. If the waterline is kept in its current configuration, an air release valve should be provided at approximately Station 38+00. Response: Air release valves were added at all high points. SHEET C2.6 - 9. An air release valve should be provided at approximately Station 5+85. Response: Air release valves were added to all high points. 10. Again, it appears the 16" waterline could be raised. Response: Waterline was raised. 11. Your proposed connection of the new 16" waterline to the existing 12" waterline is not acceptable. As an alternative, you should explore the possibility of using 450 bends on the existing 12" waterline to take it further west and then go through the proposed junction box providing a steel encasement for the waterline. Then a 16x12 reducer could be used on the south side of the junction box to connect to the new 16" waterline. Response: 12" waterline was revised to go through proposed junction box. 12. Also, please ensure that the proposed 16" waterline is a minimum 9' away from the proposed sanitary sewer line. Response: 16" waterline is 15' from sanitary sewer line. SHEET C2.7- 13. Provide either a blow-off valve or fire hydrant at Station 14+66 of the proposed 16" waterline. Response: Blow off valves were added at all low points. Mr. Kenneth M. Griffin, P.E. February 8, 2007 Page 3 SHEET C2.8 - 14. The proposed 12" waterline in Point West Blvd should go above the proposed 12" sanitary sewer line at approximately Station 0+85. Response: 12" waterline is above 12" sanitary sewer. 15. There are also other minor comments on this sheet that need to be addressed. Response: Minor comments were addressed. Sheet C2.9 - 16. Stub out at least one joint of pipe past the tee for the proposed 12" waterline at approximately Station 9+40. Also, a full joint of pipe stub out should be provided for the proposed 12" waterline across Point West Blvd at approximately Station 14+86. Response: One joint of pipe was added at that those locations. 17. In your water and sanitary sewer General Notes, note number 2 should state that all 12" and larger water lines shall be PVC C900 DR 18 Class 150. All 1 0" and smaller water lines shall be PVC C900 DR14 Class 200. Response: Notes were revised accordingly. SHEET C3.4 - 18. Show the proposed waterline in profile view. Response: All crossings were added to profiles. SHEET C3.5 - 19. Please reevaluate the location of the terminus of the proposed 12" sanitary sewer line in Point West Blvd. It appears that the line should be extended further south to provide service for development on the east side of Point West Blvd. Response: Sanitary sewer was extended to southern lot along Point West Blvd. SHEET C4.1 - 20. Please explain how Drainage Area E1 is being picked up and placed in the drainage system. Response: Area E1 was designed to enter the system between Station 0+00 and 3+20. 21. There is no stub out to pick up Drainage Area E7. Please explain how it will be placed in the proposed drainage system. Response: We are currently designing construction plans for Area E-3. The 48" pipe will be extended to pick up Area E-7 with those plans. Mr. Kenneth M. Griffin, P.E. February 8, 2007 Page 4 22. Please show where Drainage Area H2 is picked up. Response: Area H2 will be collected and discharged into drainage ditch in TxDOT R.O. ~ 23. Your proposed contour shows the northern part of Drainage Area A 1 flows to the north, however your calculations assume it is picked up in the proposed channel. Please provide information showing how the site will be graded so that the flow from Drainage Area A 1 is directed toward the concrete channel. Response: The contours shown in the northeast corner of Area A 1 follow existing drainage patterns. When developed, all drainage in Area A 1 will be collected and sent to the proposed drainage channel. 24. There appear to be low points created with the grading of the property in the southern portion of Drainage Areas A 1 and B 1. Please explain how these low points are to be picked up and conveyed to the proposed drainage systems. Response: Mass Grading Plan was revised to eliminate low points. SHEET C5.2 - 25. There may need to be laterals stubbed out to pick up the low points as shown on Sheet C4.1. Response: Mass Grading Plan was revised to eliminate low points. SHEET C5.3 - 26. The discharge velocity in the proposed 10x5 box culvert is too great to be discharged into a natural channel. Based on other notes associated with this set of construction plans, it is my understanding that this box culvert will be extended at some point to connect to the existing 10x6 box culvert. Please reevaulate whether the pipe should be extended at the time rather than in the future. Also a drainage easement will be required for the extension of Line B. Response: 10x5 box culvert was extended to existing 10x6 box culvert and drainage easement was added. 27. Show the flow line of the existing 10x6 box culvert. Response: Flow line was added to plans. SHEET C5.5 - 28. All utility crossings should be shown in the profile view. Response: All utility crossings were added. 29. Consider a pipe stubbed out to pick up the onsite low point. Response: We are currently designing this area. Civil plans should be sent to the city next week. We did not want to install a pipe to be removed a couple months later. Mr. Kenneth M. Griffin, P.E. February 8, 2007 Page 5 SHEET C5.8 - 30. Show a pipe stubbed out to pick up Drainage Area E7. Response: We are currently designing construction plans for Area E-3. The 48" pipe will be extended to pick up Area E-7 with those plans. 31. Drainage information should be provided for lateral E-1. Response: A profile of lateral E-1 was added which contains drainage information. SHEET C5.9 - 32. Profile information should be provided for the drainage system at the intersection of Point West Blvd. and LBJ Freeway. Response: Culvert profile was added to plans. 33. A junction box should be considered for the connection of laterals H-2 and H-4 to Line H-1. Response: Junction box was added. SHEET C5.1 0 - 34. Your channel cross sections show the Q-1 00 to be 34.36; however, as the channel goes east the Q increases such that as the channel approaches the existing concrete-lined channel to the north, the Q is in the neighborhood of 545 cfs. Please provide additional information on the proposed channel as it approaches the existing concrete-lined channel to the north to insure that the cross section has adequate capacity to convey the proposed Q. Response: Channel sections were added and revised. SHEET SQ-1 - 35. The street signs should be LED lighted street signs, not aluminum signs as shown. Response: Traffic signal comments are being handled by C&P Engineering. 36. There are other minor comments on this street that also need to be addressed. Response: Traffic signal comments are being handled by C&P Engineering. SHEET TS - 1 - 37. Conduit and fiber should be provided from the proposed controller to the north to tie into the existing controller at Lakeshore Dr. and Belt Line Rd. so the lights can be synchronized with the existing traffic lights on Denton Tap and Belt Line. If so, they should clearly be shown in the design of the traffic signal intersection. Response: Traffic signal comments are being handled by C&P Engineering. 39. Confirmation lights should be shown. Response: Traffic signal comments are being handled by C&P Engineering. 40. There are also other comments on this street that should be addressed. General comment on traffic signal design: the components proposed for the traffic signal at Dividend Dr. and Belt Line Rd. should match existing City of Coppell traffic signal installations, Le. the pole and mast arm design should be consistent with others in Coppell, and the controller and cabinet should be consistent with those existing already in Coppel!.
