Attached please find engineering services proposals for the Phase 1 drainage improvement projecls
discussed on Monday. Two proposals are provided for Brooks Lane to aid city staff in choosing the best
approach to this project. The first proposal is an engineering services budget of $3,896.00 for the
preparation of construction plans for the two inlets on Brooks Lane. The property owner could 'also be
advised at this time of flood proofing methods, such as driveway curbing. The second Brooks Lane
proposal is for exploring other design options as well as preparation of construction plans for the
diversion.
Table 1 summarizes the engineering services budgets from the attached proposals and the
estimated construction costs from the City-Wide Storm Water Management Plan. Please note that each
of these contracts may be executed separately for your convenience. It may be advantageous to indicate
this in your council package so that if there are questions concerning one contract, others can proceed in
a timely manner.
Table 2 is a suggested implementation schedule which would allow city staff to coordinate
implementation and/or construction with current manpower. As we discussed the enclosed contracts would
provide services through the completion of construction plans and specifications. City staff could handle
bidding, award, administration and inspection of the project or these services could be handled by separate
contract with a consultanL This allows for the determination of staff availability after the first of the year.
Several projects could also be combined with one bid opening and one set of contract documents which
may provide additional cost savings to the city.
"Halff Associates is prepared to begin work immediately upon council approval. Please let us
know if these drainage projects will be on the November 12th council agenda, so that we may be present
to answer any questions. Contracts may be initiated by returning one signed original for our files. We
look forward to working with you on the implementation of Phase 1 of the City-Wide Storm Water
Management Plan.
