Subject: Mlnyard Agreement on Bethe! ~ad D£&ina~e
After reviewing the agreement it was brought to my attention that in the
agreement we were supposed to pay Minyard Corporation the interest that
is earned on their $275,000.00 (attached Exhibit A). This exhibit is
the calculation through ~UlY 31,1989.
I transmitted a check to Mr. Minyard in the amount of $8,118.55 for
interest earned on their money. ! also discussed this with Bob Minyard,
who indicated that when the total money is expended in this account we
.can then send him the remaining earned interest.
You will also find attached a memo (Exhibit B), addressed to all
Department Heads, asking them to complete the paperwork necessary for
any fees that the City. is charging and forward them to the Finance
Department. We will then take attached Exhibit C entitled 'City of
Coppell/Minyards Agreement October 25, 1988 Section 6 (Offset)'' end
deduct that amount from the balance.
The agreement also calls for the City to pay the lesser of 5% or the
CPI. I intend to get a copy of the CPI containing that information, and
will continue this practice each October and compare it with the 5% to
determine how much to increase Minyard's fund balance at that time.
Please note that this process will he in existence until October of
1998. We will also be notifying Mr. Minyard that we are reducing his
balance each time that we receive a payment.

Subject: Fees Collected from Minyards Property
Please be advised that until further notice whenever Minyards Property
requests a permit for any reason or for the collection of water tap fees
of any sort the calculation should be completed and forwarded to the
Finance Department before any bill is submitted to Mlnyards
Corporation.
In October of 1988 the City entered into an agreement with Hinyards on
the Bethel School Drainage Project, and according to the contract
Ninyards is entitled to regain their portion by not being charged for
those permits or any other fees that the City charges thes for. The
Finance Department will be deducting the proposed charges from the
amount that ~inyard's has agreed to.

RE: Minyards
A permit has been issued to Minyards for an addition to the
existing building (see attachment). The permit fee that would have
been normally charged for work shown in the attached permit is
$55.00. Because of a previous agreement between Minyards and the
city of Coppell, we did not charge a fee for the permit.
