We met on 3/13/06 out near the corner of Sandy Lake Road and Starleaf to discuss two of Irving's manholes,
specifically, a blow-off valve manhole and an air vacuum valve manhole that had been covered up during the
Sandy Lake Rd. construction currently going on. Based on our conversation on 3/13/06, it was my understanding
that both manholes would be uncovered. The air vacuum valve manhole was uncovered as requested, however
the blow-off valve is still buried. Our concern is that if the blow-off valve manhole is not uncovered, it may
unknowingly get paved over or otherwise made more difficult to access when needed. We are also concerned
with the amount of spoil from the construction that is currently being stored in Irving's pipeline easement
throughout the limits of the Sandy Lake construction. This could impede our ability to dewater the supply line and
make any needed repairs. I would appreciate any actions you could take to address these concerns. If you have
