HISTORY:
No recent platting history, although a zoning request
precipitates this platting file.
TRANSPORTATION: Denton Tap Road - 6 lane divided, 120' right-of-way,
S.H. 121 Bypass 6 lane divided, service roads, 450'
right-of-way.
SURROUNDING LAND USE & ZONING:
North - vacant, Lewisville property, zoned (LI)
South - vacant, proposed for SF-9 development
East - vacant, Vista Ridge Development
West - vacant, zoned (R)
COMPREHENSIVE PLAN:
Proposes highway oriented commercial uses.

ANALYSIS:
Although staff had strongly recommended against approving
the zoning which preceded this plat, Planning Commission
recommended (3-2) that zoning be granted. This plat
conforms to the basic conditions of PD-SF-7 zoning. A
private park was requested by Commission. This private
park was proposed, and agreed to by the developer, in
addition to the 30 acre park site south of this plat.
There are basically five (5) concerns with this preliminary
plat as a result of staff analysis:
1) it is not clear how the right-of-way for State Highway
l21 Bypass is being dedicated it doesn't show on
either plat,
2) a Homeowners' Agreement needs to be submitted (as well
as a Homeowner's Association needs to be established)
to assure maintenance of all common open spaces,
3) additional detail on landscaping along l21, Denton
Tap, the pocket park, and the common boundary with
Lewisville needs to be submitted and approved by
Commission,
4) only partial dedication of Denton Tap is shown; how do
we acquire the 20 foot dedication through the leave
out parcel (zoned HC)?
5) l800 square foot houses were agreed to during zoning,
and indication of minimum air-conditioned square
footage should be indicated on the plat.
In addition, staff provides you with the zoning approval
letter with fourteen (l4) conditions listed to insure the
developer follows those conditions.
As a final comment, remarks were made during the zoning
hearing that suggested the M.U.D. issue was being
addressed. I have included a letter from Paul Phy to the
potential developer of this land, stating the M.U.D.'s
concern with this development. The concern stated warrants
discussion at the public hearing before taking action on
this case.

8) With regard to the zoning on the north side of 121, approve the
PD-SF-7 as submitted and we ask that specific landscape plans
should include the berm requirement, which is a 10 foot berm
and an 18 to 20 foot screening;
9) North side of S. H. 121 will include a pocket park that was
addressed on the site plan;
10) North side of S.H. 121 to include an 8 foot masonry and
appropriate green screening elements along wall adjacent to the
Light Industrial (LI) zoned parcel located in the City of
Lewisville.
11) Submit a detailed plan of the floodplain park area along with
the preliminary and final plat;
12) Both the north and south side to have 8 foot masonry screening
walls between the residential and the to-be-developed
commercial tracts that are within these tracts;
13) On the north side an 1,800 s.f. minimum house size is required;
14) Particularly on the north side, developer should address
additional landscaping within the development and should look
into the possibility of adding landscaping to the cul-de-sacs
and that the details are submitted along with the preliminary
plat.
