RE: Reopening of Freeport Pkwy.
Steve, due to the wet and frigid weather conditions, it will be
impossible to complete~ the construction of Freeport Pkwy. and reopen
it to traffic by 2/15/89 for the following reasons in accordance with
COG specifications.
1) Subbase cannot be frozen
2) Subbase mositure cannot be over 6% optimum, it is 12+
3) Subgrades will have to dry out to make final grade & compaction
4) Concrete cannot be poured when temperature is 40° and falling
5) Air temperature must be 35° and raising
6) Air surrounding concrete must retain 50° for 5 days
7) Curing time shall be a minimum of 7 days from last pour prior
to traffic being allowed on it
8) Traffic buttons and paint striping cannot be applied on until
temperature is 40° plus and dry
I am monitoring the weather and site conditions very closely. It
looks like we will get a weather break in temperature this weekend
(10th, llth), but it is predicted to rain or snow (9th - llth).
If we do indeed get the weather break, they should be able to dry,
compact, and make grade on the week of the 13th, form & pour on the
week of the 20th, cover & cure on the week of the 27th and reopen
Freeport Pkwy. sometime in the week of March 6th.
Please bear-in-mind that any rain the occurs after the 13th affects
this schedule, two days to every one rain day and any precipitation
that freezes affects the schedule 3 days to 1, due to penetration
of moisture as it thaws.

Due to the continued inclement weather conditions, the reopening
of Freeport Pkwy. scheduled for 2/15/89 will be delayed until
3/10/89. We are sympathetic to the inconvience this places
ont he motorist and are endeavoring to complete this construction
as quickly as weather conditions will allow. Thank you for
your patience and cooperation.
