Dear Mr. Cummings:
The City of Coppell has received complaints regarding debris and silt entering the City's
storm drain system. Recent onsite inspections show the silt is eroding from stockpiles located
at the TXI concrete batch plant located at 3005 State Hwy 121, Coppell, Texas. The silt is
traveling south through your property into drop inlets located just north of the State Hwy 121
westbound frontage road. There is a damaged silt fence located on your south property line
that needs to he replaced. There also seems to be concrete rubble located on your property
that is aiding in the velocity of the silt runoff. I have notified TXI and TXDOT of this issue
and requested they also resolve this issue.
We would like to make you aware of the adopted ordinances related to all properties (lands)
within the City of Coppell:
1. Erosion and Sedimentation Control Code -Ordinance No. 91514 was designed to
minimize erosion and sedimentation from private property onto public rights-of--way,
making it unlawful to permit a public erosion nuisance and providing for a penalty of fine
not to exceed the sum of $500 per day during which a violation occurs.
We respectfully request that you immediately resolve this public nuisance by installing the
silt fence and removing the concrete rubble located on your property. Re-establishing
vegetation will also reduce the amount of silt runoff.
