Dear Ms Skinner:
This letter is written as a follow-up to our telephone conversation of April 25, 1997 in which we
discussed the fence and storage building on your mother's property at 336 West Kaye Street. As I stated
during our telephone conversation, I have reviewed videos taken of the property in February 1992 and
extensively researched files associated with the construction on this property in 1992. I was unable to
find any information that showed the condition of the inside of the storage building prior to the
construction of the drainage system at the rear of this property. The video did show the storage building
was experiencing some wear at that time. Granted the wear is nothing in comparison to the condition
of the storage building today. As I have stated in both of our conversations, it is difficult for me to
respond on a project that has been closed out for five years. It's also difficult to respond when there is
no information in my files that shows there was a problem with the work as performed in 1992. The
only items I have discovered in the files are dated April 24, and April 27, 1992. The April 24th letter
is a walk through punch list in which items 1 and 2 pertain to 336 Kaye Street. The first item is moving
the building back and the second item mentions a letter on the fence. The April 27th correspondence is
from Mrs. Wisener stating that the contractor has completed the work on the fence to her satisfaction and
the contractor will not be expected to make any further improvements to her property. There was no
mention in this letter of any problems with the storage building.
This was a complicated project in which the contractor was in the rear of numerous properties.
Therefore, on April 27, 1992 a letter was mailed out to 22 homeowners owning property on Kaye Street.
The letter was a short paragraph (copy attached) which states that the City of Coppell is now completing
the project and if there are any questions relating to the project please contact the Inspector, Larry Davis
or myself at the telephone number provided. Again, there was no telephone call or correspondence
between Ms. Wisener and the City of Coppell relating to dissatisfaction with the replacement of the
storage building.
I am sorry if it is your opinion that your mother has been treated unfairly during the construction five
years ago. However, there is no documentation with the City that points to any dissatisfaction with the
project in 1992. This is given the fact that there were at least two direct opportunities to respond. One
was the correspondence about satisfaction with the work and the second was the notice sent to the
property owners asking for feedback. As stated during our telephone conversation, I am providing you
a copy of a claim form from the City of Coppell if you choose to pursue this matter further.

2) Letter on brick fence - chain link ok. (Wisher Property)
3) Letter on dirt stockpile - Brown. (Property)
4) Tie rabbit wire - Brabham; check fence bottom (Glidewell), tie
wire on rabbit wire.
5) Fill around inlet on Welch property.
6) 6" tree removed on Walker, replace - Talk to Ken.
7) Guardrail at end of Kaye Street.
8) Gravel in Kaye Street. (Clean-up paving on Kaye St.)
9) Fence on Welch property. (Set back)
Property Owner Correspondence
This letter is regarding the replacement of the side
fences, on my property located at 336 Kaye Street. Instead
of replacing the existing masonary fence with block, I
have given permission to use chain link fence on both
sides, and remove old materials from the property. The
Contractor has completed this to my satisfaction and
will not be expected to make any further improvements
to my property.
