As far as the topsoil, I believe the grass was growing in the medians when we sold the project, several years ago. I also believe that what we were responsible for was the establishment of grass, not a nutrient -rich, landscape- maintaining degree of special soil suitable for landscape planting. You are probably correct that we will have issue with modifying that quantity. I will still need your final quantities so I know where we are. I don't want to replace panels and then have another "topsoil" issue surface. I thought our only issue was the panel replacement, and now here comes this topsoil thing. We need to agree on FINAL quantities of work completed and then we will undertake the issue of the panels. I just received information from our evaluation on Friday. There are 23 panels that need either complete or partial replacement. 13 are on the westbound side and 10 are on the eastbound side. As for as quantities, topsoil is the one that will be an issue. None of the "top soil" placed in the median was acceptable because it consisted of rock, debris and other items that are not top soil. It all had to be removed and replaced when the landscaping was placed in the median of Sandy Lake. Please provide a timetable when the work will be started so I can schedule an inspector. Garreth is working under an as needed contract and is not always available. With advance notice on the schedule, I will try to ensure he is available. It just took me a little bit to get up and get it looked at. We feel there are 12 -15 panels that should probably be replaced in order to get everyone satisfied with finaling the project. We are also unsure, since Mr. Weber's departure, where we stand quantity -wise with you guys.
