Site Plan Review
Dear Mr. O'Connor:
On January 25, 2007, the City of Coppell received two sets of construction plans for Amegy
Bank Lot 1, Block A, City of Irving, Dallas County, Texas. Included with the plans was a
construction development permit application from Tom Holland, of the Billingsley Company,
requesting a driveway approach to Hackberry Road, approximately 220 feet east of Belt Line
Road. The location of that proposed connection to Hackberry Road is within the City of
Coppell.
Based on traffic issues associated with trying to facilitate vehicles in and out of the area east of
Belt Line Road, the City of Coppell has steadfastly held that Hackberry Road should be relocated
approximately 1200 to 1500 feet north of its current location. This will allow fora 4-way
signalized intersection with the street proposed on the west side of Belt Line Road.
As stated above, it is the City of Coppell's opinion that Hackberry Road should be abandoned
and relocated further north. At such time as that relocation takes place, the driveway connection
to Hackberry Road, as shown on the sheets reviewed by the City of Coppell Engineering
Department, will be eliminated. When Hackberry Road is relocated, the right-of--way for
Hackberry Road, within the City of Coppell, will be abandoned to the property owner on the
north side of Hackberry Road. At that time, Amegy Bank and any future pad sites at the corner
of Hackberry Road and Belt Line Road will not have access to a roadway that intersects Belt
Line Road.
Because the timetable for the relocation of Hackberry Road is unknown, I did perform a cursory
review of Sheets # 10, OS-1 and OS-2 to determine if a temporary driveway connection to
Hackberry Road could be approved. Since the project is not in the City of Coppell, no other
sheets of the plan were reviewed. Those three sheets provide the general site plan layout that was
requested on December 19, 2006, from representatives of Jones and Carter, Inc.

In reviewing those three sheets, I have the following comments to offer:
1. Sheets #10 and OS-2 seem to conflict on where the stabilized construction entrance will be
located.
2. On Sheet OS-1, the proposed 18" RCP should have sloped end treatments on both ends.
3. Per our previous conversations and e-mails, the City of Coppell will require ahooded-left to
be constructed at the intersection of Hackberry Road and Belt Line Road prior to a CO being
issued for Amergy Bank.
It should be noted that any approvals given at this time for a driveway connection to Hackberry
Road in its current location should be construed as temporary as access will be eliminated when
Hackberry Road is relocated further north.
