Below is a preliminary summary of the tasks and issues that have been determined thus far as
necessary for continued design of the second phase of West Sandy Lake Road.
1. Prepare a Design Summary Report (DSR) that identifies all current City design criteria used
for the project to date. This is a TxDOT standard 20-25 page questionnaire report. In
preparing the DSR, we will need to note where the City criteria does not meet TxDOT
criteria. Where it does, we must reference the appropriate section in the TxDOT Roadway
Design Manual. Where it does not, we must note that it is City criteria and then decide ahead
of time if it is something worth fighting TxDOT on, or just modify the design.
2. Set up meeting w/ TxDOT and City representatives to review DSR and discuss any criteria
concerns and changes. Use the current design layout as the "schematic" to discuss.
3. Potential current design criteria and/or issues that TxDOT may contend include the following:
a. Pavement design standards: TxDOT requires a continuously reinforced concrete
pavement (CRCP) section on an HMAC base.
b. TxDOT standard is to not allow utilities within the pavement areas. They especially
do not like utility lines that are under pressure underneath their pavement. However,
since it is an off-system roadway, we should push to put the City utilities wherever the
City wants them, and are currently designed.
c. TxDOT standard roadway section may require different lane, median, and parkway
widths.
d. Limits of Environmental Assessment may be extended beyond Phase 2a
improvements, depending on what TxDOT determines to be the logical termini.
4. In addition to potential design changes associated with the above, other standard procedural
or plan preparation items will need to be incorporated:
a. Prepare a new/updated schematic design based on agreed upon criteria changes.
Address review comments.
b. Need to confirm intent for who will be handling the Environmental Assessment.
Prepare EA or coordinate with TxDOT sub. EA could be a 1-year process.
c. Complete the standard bridge layout checklist and prepare a scour analysis.
d. Prepare a signal warrant study.
e. Prepare a pavement design report.
f. Prepare additional standard sheets for traffic control, bridge, signage/striping.
g. Provide comprehensive working day analysis for project.
h. Have a public meeting w/ TxDOT representatives present.

5. Recommend not using TxDOT funds to purchase right-of-way in order to expedite process.
City can negotiate at own risk while EA is ongoing. TxDOT waits until EA is cleared.
Once we have completed the preparation of the DSR, and evaluated the project to determine
what does not meet TxDOT criteria, we need to meet with you and determine what the City
wants to fight for. This should occur before our meeting with TxDOT so TNP and the City will be
on the same page. We should also give TxDOT a copy of the DSR ahead of the meeting in
order to make it more productive.
