Call me at 817-424-0017 (my house) if you have any questions. Here are a few things that I think the group would like to know about: I. Time schedule for reconstruction of W. Bethel in old downtown-- proposed date and time of year. Construction is estimated to take 18 months total from Freeport to Denton Tap. Time could be longer or shorter depending on bids and how we tell them to phase the project. Could you explain about the process of obtaining right-of-way and how you figure the dollar amount to offer them, as several of the landowners are members of our group? We have 20 property owners to acquire ROW or easments from. Of those 20, 5 are in the process of dedicating ROW through the platting process. All owners were sent letters in 2005. We will be making formal offers via letter within the next few weeks to the remaining owners. Prescriptive ROW - Land on which the existing street or drainage system is located. City has been maintaining this land. We are now asking for formal ROW dedication. Permanent ROW - The city will offer market value per square foot of dedication. Market value is as determined by Dallas Central Appraisal district. Drainge Easement - As these are considerd an encumberance on the land, but not a taking of the land the city will offer half of the market value of the land. Letter of Permission - The city will be requesting a 'LOP' for many of the lots along the project. This will allow the city and it's contractor to access the lot for construction or grading purposes. At the end of the project the area will be returned to the same or better condition than it was before we got there. I think they would take leadership in meeting with you at an early date, and those active in our group want to try to help get other landowners to cooperate on this. Thank you. 2. IfW. Bethel is still to be closed and the amount of time it may be closed; and when you plan to make that decision. Portions of the road will need to be closed during construction (Bridge), and portions may be closed in one direction. We are working on the phasing plan for construction and will try to incorporate as many of your requsts as possible. Could you consider dividing the project into two parts, in order for the businesses not to be impacted for such a long period? (Complete old downtown area and access roads first). This is something we can consider, however the ROW issue may lead us to construct the portion from the bridge to Denton Tap first. 3. The access you plan for old downtown businesses on each side ofW. Bethel, as well as the rerouting of traffic that is not going to old downtown. Is it possible that the temporary access, while probably not a formal city street, could be left as a second access road into the parking lot in old downtown at the Deli and Farmers Market, and could it be extended east to S. Coppell Road as another route in and out of the parking area? As it is, the parking lot entrance along W. Bethel is overcrowded for two-way traffic and dangerous. We are considering this as an option during the phase of construction between the two sections of Coppell Road. 4. Signage and other informational material you plan to develop to alert the public about temporary access points to downtown businesses during reconstruction. Detour signage will include business names similar to the signage used for the recent closure to construct the new box culverts under Bethel. 5. Plans for the road itself-- 2-lane, materials, sidewalks planned where, crossings where, and signals or stop signs planned, what type of on-street parking if any, brick crossings, etc. Plans will be available to review. 6. Amenities that are planned for old downtown as part of the street reconstruction-- things in the Old Coppell Master Plan that will be incorporated as part of the street work-- type of street lights, benches, stop signs or street lights, trash receptacles, flower planters, etc. Of these, if any are not included with the street development, when will they be done and by what department? See streetscape plans. At this time these items are planned to be included in the project. 7. Additional plans for access in and out of the old downtown area-- any plan for a road due south of the current senior center into the parking lot at Eddie's barber shop? Or other suggestions? Weare currently considering options for access during the construction of this project. We are open to discussion on access alternatives during the meeting. 8. Any known or proposed plan for additional parking areas? (FYI only-- at Jim's suggestion, our group is writing a formal letter to the City and Council asking for additional parking space for all our activities on land south of the Farmers Market) The city has had some discussions with a developer about developing the city owned property south of the Farmers Market. This development would include some additional public parking. These plans are not confimed at this time. Ken-- this is my question: Do we have to have public meetings on any of this or can the City just follow the input that citizens gave when the Old Coppell Master Plan was developed? Our plans are intended to follow the Old Coppell Master Plan as closely as practical. (Personally, it seems like the public, including all of us in old downtown, had every chance to give input back then, and a new group might unfairly cancel out all the input that was incorporated into the plan.)
