RE: Coppell Road, Project # ST 00-03 Construction Plan Review Comments Dear Mr. Roberts: The City of Coppell has reviewed the referenced submittal and has the following comments to offer: 1. Please update the City Council information as marked on the cover sheet. General Notes Sheet 2. The City of Coppell currently charges $54.00 per hour for inspector overtime, rather than the $45.00 as listed. 3. Note 12- minimum of2-foot vertical clearance, rather than the I-foot noted. Paving notes 4. Concrete strength should be 3600 psi rather than 3500 (Class C concrete). 5. Subgrade minimum lime content is 40 Ibs. per square yard, no fly ash permitted. 6. Waterline notes - City of Coppell will not take samples, contractor or testing lab will take samples under the supervision of City of Coppell. Construction sequencing plan 7. There are still some issues to resolve concerning the sequence of construction. A partial list of discussion items are: · How is mail service to be maintainded for those home that front Coppell Road · During which phase are the storm sewer out falls to be constructed. · How is fire and emergency access maintainded during construction. · How is school access addressed? Cand phase one be built while school is out for the summer? · How will the edge of the existing roadway be shored up to handle traffic while we construct the lowered phase 1 portion? · How will the intersections be constructed in Phase 1 and Phase 2, do we need to include a narrative of how this construction will be phased to maintain ingress/egress from homes, businesses and subdivisions? 255 PARKWAY * P.O.BOX 947B * COPPELL TX 75019 * TEL 972/462 0022 * FAX 972/304 3673 Typical sections 8. Reinforcing bars should be at 18" centers rather than 24" as noted. Concrete shall be 3600 psi Class C, no fly ash. Paving plan and profile 9. The multiple locations where the concrete is called out need to specify 3600 psi concrete with #3 reinforcing bars at 18" spacing. 10. New driveways should extend to the ROW line. 11. The city has a project between Cooper Ln and Kaye Street that is intended to alleviate some drainage problems; should we provide a stub out to the property line between Cooper and Kaye for that future project? Kaye Street 12. The current plan does not show a realignment to avoid the 33" oak tree. The city is sending a letter to the adjacent property owner to confirm that they are willing to work with us to save the tree. The ROW take may need to be revised based on the property owner's response. 13. All places shown to install brick pavers should call for colored stamped concrete. 14. At the intersection of Plantation Drive and Coppell Road the sidewalk ties into an existing concrete flume that is parallel to Plantation - should we modify that? 15. Between Hawken Drive and Archer Drive (west side of Coppell Rd) we show to leave the existing sidewalk in place. Will it be affected by the construction and should it be removed? 16. The Fire Department has requested an additional fire hydrant to be located at approximately Station 35+00 at the entrance to the school. 17. Is there grading information for the reconstructed portion of the school arking lot? 18. The combination sidewalk and retaining wall behind the curb in front of the school needs additional detail for construction. 19 . We need a detail for the construction of a combination 3-grate inlet for the inlets to be constructed in the school parking lot. 20. The school parking lot does not tie into the school driveway on the northern part of the property - do we need to make that connection at least during construction to maintain access? We should approach the school about that, if so. 21. Will we tie into the existing sidewalk at approximately Station 40+ 75? Is that sidewalk stable and ADA compliant or should we just construct new sidewalk? 22. The section of sidewalk between Station 46+50 and 47+25 should be removed and reconstructed. 23. Currently the project shows to end at Station 52+00 with 100' of transition, should we go further with the new paving up to 53+00 with a transition out to Station 54+00? Sign age plan 24. There is a considerable amount of signage out there that is not shown on this plan, should those signs be removed and replaced with new ones during this project? Cross sections 25. How will we address the situation when grading extends outside the limits of the ROW - do we need temporary slope easements from the property owners along the roadway to facilitate the construction? 26. The significant cut shown brings up questions about shoring during Phase I construction and issues of sidewalks shown to stay in place. Drainage Area Map 27. There has been discussion about and needs to be more discussion about the temporary 18" HDPE pipe running down to the creek. 28. The stub-out for the Kaye Street drainage needs to be discussed within the scope of the total drainage needs surrounding this project, also including any potential development that will need somewhere to take their water. 29. We should discuss the pond in the City park where we are draining a large pipe - do we need further design or analysis of that pond and its capacity? 30. Storm water plan & profile - please give some analysis on the 18" HDPE pipe specifically where we tie into the downstream end of the 30", what does the hydraulic grade line do at that point, and what is the velocity at the point where we discharge our pipe? General questions and comments - 31. At Station 3+50 where we show to lower the existing 8" waterline to accommodate the 72" RCP - should we not just extend the new 12" out beyond the lowering point? 32. Pollution control plan - note number 12 under general notes, will the city do that or is that something we should have the contractor be responsible for? 33. Utility plan and profile - I have sketched in where we tie into the existing 8" waterline to provide a stub for the extension of the new 12" pipe. 34. Do we want to tie the new water main beyond the new paving (into the transition area) so if there is a break it will not be under the new paving? 35. Include in the 12" waterline plan & profile the sewer plan & profile and whether we will reconstruct new sewer around the Kaye Street area. 36. Will we plan to replace existing water meters along Coppell Rd with new meters or relocate the old ones? 37. At approximately Station 35+00 add new fire hydrant.
