as the project being advertised in t~ local newspaper and Dodge Reports. Despite thls effort only two bids v~re
rccclved.
The apparent Iow bid of $190,858.76 from Rhode Construction Company was sub~antiaily higher than previously
cslimated project costs provided by otlwz cnginocrs. I suspect the major reason for the increas6 is due to the
difficulty ~n placing the pipe in tl~ narrow, hard to re. ach arced, Instead of being ebl~ to uso high production
machinery thls project will probably he hand laid. This slows production a~d increases co~ immen~ly.
