Box 270040 Dallas, Texas 78019 RE: Bethel Road ST 99-05 Utility Delays Dear Mr. Smith: The City of Coppell has received your requests for additional time on the referenced project. We will concur with your day count on the 27 days lost due to the unusual weather conditions. On the next change order we process, we'll add those additional days to the contract time. The City is currently reviewing the second request for time due to utility conflicts. While we understand that there have been conflicts with utilities during the project we can not grant the requested time as presented. Our estimate of delays due to utility conflicts is approximately 33 days. If you are agreeable to that number this would provide a total increase in contract time of 60 days. If you are not in agreement with the above please resubmit your claim taking the following points into consideration: . Time can not be granted for utility conflicts that was already granted for weather delays. . Time will not be granted for days that you were able to work on areas of the project where there were no conflicts. . Time will only be granted for critical path items that were delayed by these conflicts if the request is accompanied by a CPM schedule showing the impact of the delays on the overall schedule. Re: Bethel Road ST 99-05 Utility Delays Mr. Griffm, Due to above average rainfall during the months of May and June we have lost several days on this project because, it was raining or it was too wet. Several days we were limited to only working on the box culvert because, once the bottom was poured we had a solid surface to work from. We lost II days in May, lost 10 days in June, and 1 Days July so far. Thank you for your consideration of this request for additional time. Re: Bethel Road ST 99-05 Utility Delays Mr. Griffin, Please review the following utility delays on this project to date. On 3-05-07 our survey crew verified the elevations of the existing sanitary sewer at the proposed 4-6'x 10' box culvert crossing Bethel Rd. The elevations confirmed that the Sanitary Sewer was in conflict with the bottom of the proposed box culvert. We were originally scheduled to shut down Bethel Road on 3-7-07 and begin working on the proposed box culvert but this was delayed pending a decision on the conflict with the sanitary sewer line. Due to the limited time frame for completion we shutdown Bethel and began excavation and preparation for the box culvert on 4-3-07, while we were waiting on a decision. The decision was made on 4-26-07 to raise the bottom of the two outside boxes in order to maintain a minimum clearance over the sanitary sewer on the West side, and an existing water line on the East side. During this time Verizon was contacted several times to relocate their cable and fiber optic line in conflict on the North side. Verizon began relocating their lines 4-23-07 and completed on 4-27-07. We were delayed 28 days starting this work due to conflicts with the water and sewer. We were delayed from 4-13-07 to 4-27-07 during the shutdown period waiting on Verizon to relocate for a loss of 14 days towards the bonus for completion within 45 days. We were originally scheduled to begin the cast in place culvert along the South side of Bethel, beginning at Freeport and proceeding West on 4-23-07. Due to Oncor's power poles, and the delays completing the Bethel Rd. crossing, Iowa Bridge began working on the cast in place box on the West end. This work was stopped due to AT&T and Verizon's underground cables. Oncor completed removing the poles on 7-6-07. Verizon began moving the underground cables from the South side to the North side on 7-16-07, this relocation is not complete. We have lost 87 days, to date due to Verizon in the area. E4t4IIuid 1974 As discussed on several occasions we need Verizon to complete their utility relocations so the project can proceed. We will continue working together thru these issues as we have done in the past and we appreciate the City's efforts dealing with the franchise utilities.
