SUBJECT: Services for Kaye Street Drainage Improvement

As per your request, we are providing the following recommendation and
comments related to the above referenced project.
- We recommend that Albert H. Halff and Associates (AHH) provide
services and assist staff in obtaining signed and executed
drainage easement documents from nineteen (19) residents. AHH
would coordinate this project until all easements are secured.
- Although we intend to complete this project in a expeditious
manner, we believe that September 1, 1991 date for contract
letting is not possible without obtaining drainage easements.
It is, however, our goal to obtain such easements by said
date,if we receive cooperation from all involved residents, and
the additional help as stated above. Please note, we have
received some negative feedback from a few residents.
- Since some residents have requested to review the easement
documents prior to their execution, we are in the process of
sending them a copy by ~r~ly next week. We will also be
sending letters stating that~the week of August 12 thru 15,
1991, from 5-7 P.M., staff "will stop by their place of
residence to pick-up the signed documents.
- Once all necessary easements are secured, the contract letting
process will then start. According to Terry Mitchell with
Carter & Burgess, the final construction plans are near
completion.
It is my understanding that the estimated fee for A.H.H. services would
not exceed $8,000, which could come out of engineering budget's account
#422. Unless directed otherwise, we will proceed with the above plan and
will keep you informed accordingly.
