Drivers are responsible for following posted speed limits within the entire City of Coppell, not only neighborhood streets, and our police department is responsible for enforcement. I do not understand closure of a public roadway for the purpose of limiting "neighborhood cut through traffic". One concern we had was that traffic would attempt to cut through Bricknell to bypass the closed intersection. Therefore, to protect the adjacent neighborhood from cut through traffic, we posted "No Through Traffic" signs at each end of the subdivision. Those signs were not effective, so we monitored Bricknell and followed up the "No Through Traffic" signs with the closure of the intersection of Eastwick and Coppell Road so vehicles could not gain access to Bricknell. However, vehicles then entered Bricknell off of Minyard Drive and continued to use Bricknell as a cut through to Sandy Lake. The Police Department then stepped up enforcement of the "No Through Traffic" signs, but even that did not deter the cut through traffic. As a last resort, we closed Bricknell south of Eastwick. This effectually forces traffic to stay on the collector and arterial streets (Parkway to Denton Tap to Sandy Lake) to reach the Sandy Lake/Coppell Road intersection. While this was a drastic measure, it is temporary (the Sandy Lake/Coppell Road intersection must be opened to traffic no later than August 11 th) and it did stop the cut through traffic.
