We typically will provide some parameters if it will expedite the work. On this project, we know that the contractor will have to close off Coppell Road north to construct the intersection. Therefore, we instructed the contractor that the only time the intersection could be closed was when school was out. Because of that, the contractor will construct some of the drainage in that intersection during spring break and complete the intersection this summer. As for as the rest of the project, the contractor has indicated that he will likely start with some of the drainage work near Royal and proceed west. As for as actual street construction, the contractor has indicated that he would probably start on the south side paving near S. H. 121 and work his way east toward Coppell Road. Once the south lanes are paved, traffic will be switched to them and then the existing asphalt will be removed and the north side la nes constructed. On your other issue, the City does have a noise control ordinance, but it does not provide times. It is open ended in that a person could call the Police at any time of the day if they thought the noise was excessive. I would suggest that you contact the Police Department the next time the construction continues into the night or begins in the wee hours of the morning. One thing that typically happens on large projects is that when the concrete is poured it has to be floated and leveled within a certain time frame. Also, the concrete has to be saw cut to control cracking within a certain time frame. When this happens, the workers have to work to complete the concrete, even if it is late. I will speak to my construction inspector so he can discuss appropriate construction working hours with the contractor. But, again, if the noise is late or early morning, please feel free to contact the Police. Can you confirm if there is a early start time for construction workers? I thought the city had passed a ordnance that said construction workers can't start before a certain hour in the morning like 6 or 7 am.
