Ken,
Thanks for the quick response and for taking care of the sign issue.
We have already photographed the wall and will be video taping it ASAP. I have been in contact with the
contractor who installed the polls for the new power lines. They were the ones who we had issues with
regarding the wall. The other contactors have been careful to-date but I do survey the site often.
I look forward to receiving the updated project plan. I will be sending out a news letter to the neighborhood
with the timeline so everybody is aware of when streets will be closed etc.
If you hear of an issue that could impact our neighborhood during construction please let me know and we can
communicate it out.
Best regards;
Jack Clark

Mr. Clark
The issue with the construction signs has been resolved.
One thing I would like to point out is that our contractor has not begun work on the project. The contractors on
the job are working for utility companies, either TXU, Atmos, Verizon, etc. We do permit them, but we do not
control their in the field activities. Any damage that they cause is their responsibility to repair. If there has
been some damage to your wall and you have not been able to get them to respond, let me know and I will
contact our representative for that utility company. I will also have my inspector contact the field crews and let
them know that they should avoid your wall.
I would strongly suggest the HOA photograph and video the wall to protect your interests in the event that
there is damage during our road construction. The contractor will also video the length of the project prior to
beginning work. In addition to that, the City also videos existing improvements along the project prior to
construction.
At this time, I only have a preliminary schedule that was difficult to follow. I requested that they revise the
schedule, for clarity purposes, and resubmit. Once I receive the new schedule, I will forward a copy to you.
If you have any additional questions or concerns, please contact me at your convenience.

Dear Ken;
I am the President of the Oakbend Home Owners Association and would like to follow up on the e-mail below.
As a home owner and board member I, too, am concerned with some of the action taken by the construction
crews. Can you please forward me the detailed construction schedule so I will be familiar with the different
construction phases and dates. This way I can communicate with the neighborhood which should cut down on
the number of complaints during construction.
Also, can you please notify the construction manager that the wall in front of the Oakbend neighborhood is not a
brace or any other support for their construction. I have already been on contact with one crew who was using
the wall as a brace and leaning their equipment on it. We will hold the construction crews and city responsible
for any damage done to the wall during this time. If the wall is damaged they will have to repair or replace the
wall back to the original condition. Just to be clear, we recently had the wall appraised at $300,000.
We understand that there will be inconveniences during construction but we would like to manage them
proactively in order to minimize them. I was glad to hear that the Coppell Rd and Sandy Lake intersection will
not be closed (North bound) until this summer and be reopened in time for school. The other major concern we
have is going west out of our neighborhood. This is proving to be very dangerous and difficult, especially during
7 - 9 am and 5 - 7 pm. This situation is compounded when visibility is impaired by placement of construction
equipment and other obstacles. While most drivers obey the signs to not block the driveways, others do not.
Enforcement of the signs would be nice to ensure compliance, and to avoid accidents at these sites.
Your prompt action will be greatly appreciated.
Sincerely,
Jack Clark
President Oakbend HOA

I live in Oakbend Estates. I have a request. While there is construction on West Sandy Lake Road, the
utility crews put out orange diamond-shaped signs. Can you PLEASE have them move the signs back
further AWAY from the road? The problem is when they put them where they do, you can't see
around them for oncoming traffic on Sandy Lake Road if you're trying to leave Oakbend Addition.
You have to almost move 1/2 across the Sandy Lake Road lanes (into oncoming traffic) in order to see
the oncoming traffic. There will be an accident or more if they are not moved. They must give the
drivers leaving Oakbend more visibility.
