Utility Conflicts
Mr. Marvin,
We have encountered a number of utility conflicts during the construction of West Sandy
Lake Road. These issues have been discussed several times in the field. However, I have
listed them below for your review.
Verizon was notified on February 7, 2006 that a duct bank containing 6 - 4" conduits
was in conflict with the outfall of Storm Drain A-I, A-2, A-3. Verizon did not lower
their utility until March 29th. Hanson Pipe & Products was scheduled to begin shipping
the Reinforced Concrete Box Culvert on February 20th. The installation of the box culvert
crossing of West Sandy Lake Road and the completion of the box to Royal Lane was the
major Item of work critical to beginning the dirt work on Phase I and completing Phase I
on time. This delay alone cost the project 37 calendar days.
February 22nd we began laying Line C-l from Station 4+58.54 to 17+79.50. On March
2nd an underground electric line was exposed approximately at Station 7+50 and found to
be in conflict with the proposed 33" Rep. The engineer provided a revised drawing on
March 9th lowering the grade of the 33" RCP to clear the underground electric. We
presented a quote for the additional work, and requested additional time of 12 days, on
March 1 ih. At the progress meeting of April 6th the change order request was discussed
and the City rejected the change order stating that additional time would not be granted.
Additionally, it was discussed that the revised drawing would not work due to a conflict
at Branchwood with the existing storm sewer and an existing water line. We submitted a
revised quote to the City April 7th and we were given verbal approval to proceed with the
work. Although, the City rejected the request for additional days in our letter dated March
17th this delay cost the project 36 calendar days.
E4talltdh4 1974
Due to the delays with Line C-I at Branchwood we attempted to work on Line C-I at
Coppell Road North during Spring Break. We began at the outfall of Line C-l at Station
1 +25.83 on March 13th. On March 15th work was stopped due to conflicts with Verizon
and TXU. TXU completed their work on April 20th and Verizon completed their work on
May 19th. This delay took 65 calendar days to correct. And cost the project Q calendar
days.
On October 2nd, Verizon was informed that three manholes were in conflict with the
proposed pavement at approximate Stations 12+25,28+55, and 35+45. After several
phone calls to Trinidad Aguilar Jr., and Jeremy Cagle a sub-contractor for Verizon
showed up to determine what needed to be done to adjust these manholes. Verizon's sub-
contractor never returned to adjust the manholes. On October 27th, Tiseo formed block
outs around these manholes in order to continue with the concrete pavement. Unable to
wait on Verizon any longer Tiseo adjusted the manholes and poured the block outs on
October 20th, 49 days after notifying Verizon of this issue.
Tiseo Paving Company requests 79 additional calendar days for the issues listed above.
We are scheduled to switch traffic November 22,2006 and we would like to schedule a
walk through as soon as possible.
