We have decided to use the Federal funding for the portion of Sandy
Lake, from Coppell Road N. to Coppell Road S. Would you please revise
the limits of your CSJ and the LPAFA.

Suzan, As we just discussed your proposal is acceptable. I do
encourage the City to examine the increased costs of utilizing these
Federal funds as the TxDOT Plan Review, Construction Review, and
Environmental Study are all add'l costs but you also incur costs in
letting separate projects. The City may decide to forego this minor
Federal funding in favor of a 1 OOO~ locally funded project.
If you do decide to utilize the Federal funds we will need to revise
the limits of our CSJ and in the agreement so please let us know your
decision.

It is also a concern of the city's that the entire project must be
administered according to Federal guidelines. The project, from
Coppell
Road N. to Denton Tap, has an estimated construction cost of
$5,538,725
and we are eligible to receive $800,000 in Federal funding. The
funding
is less than 150~ of the total estimated construction cost. The
construction plans are under design, and we were wondering if we could
divide the project into two sub-projects. One sub-project would have

overall construction cost of +/- $1,000,000 and the other sub-project
would be the remainder of the project and have an overall estimated
construction cost of +/- $4,538,725. The city would use the Federal
funding on the smaller sub-project.
We are currently advertising the portion of Sandy Lake, from S.H. 121
to Coppell Road N. We could break-out the section of Sandy Lake, from
Coppell Road N. to Coppell Road S., as a sub-project with an estimated
construction cost of $1,000,000. We are planning to signalize two
intersections but we could add the intersection at Whispering Hills
and
make this a smaller project for the Federal funding.
We would be glad to meet you to discuss our options. Your
consideration of this matter is appreciated.

Suzan, The project described by TxDOT CSJ 0918-47-981 was provided to
us by the recently approved SAFETEA bill. It was in a list of
Congressional Demonstration projects which I am attaching a portion of
for your information. TxDOT recently accepted these Federal funds and
we have submitted this project to NCTCOG for inclusion in the TIP thru
a
Feb 2006 Revision. We do not know anything more about this project
than
what was provided.
A concern is that only a specific amount was provided so the City must
commit to the remainder to complete the project as described but due
to
using Federal funds the entire project must be administered according
to
Federal guidelines thru TxDOT.
I hope this addresses your concerns.

I found CSJ: 0918-47-983 and CSJ:0918-47-983 listed in the 2006-2008

Transportation Improvement Program. As you indicated to me, the two
projects are STP-MM and the MPO was NCTCOG. I did not see CSJ:
0918-47-981 listed in the TIP. It is a Category 10 - Miscellaneous
and
we submitted the information on the project to our congressional
representative.
I am working on the City Council memo for the Master Agreement and I
am
still unclear on the following:
Is CSJ: 0918-47-981 part of the 2006-2008 TIP?
If not:
Will the funding be administered by NCTCOG and monitored by TxDOT?
How was CSJ: 0918-47-981 selected as a project to be funded?
