Suzan, No invoice is required.
The City executed an agreement and in order to move forward it calls
for a check to be sent. Just send it to Angela and we will handle from
there.

Ms. Taylor, I re-read this message and realized that the first
paragraph is in error. We do have an agreement executed but have not
received the check from the City.

Ms. Taylor,
We don't yet have an executed Agreement on this project with the City.
This is the first step before we can begin project development. Once
the Agreement is executed we can collect the City's required initial
payment for engineering review and environmental studies (amount is
$9,000 as shown on Att. C of the Agreement) and request the matching
Federal funds from FHWA via an FPAA. Once the FPAA is rec'd TxDOT can
review City designs and prepare the environmental document.
In order to seek reimbursement for services by Teague, Nail, Perkins
(TNP) on this project the City will have to comply with Federal
engineering selection procedures (open and qualifications based).
This
is descibed in the MAFA and LPAFA. Let me direct you to our Local
Gov't
Project Procedures for more information at
http://www.dot.state.tx.us/services/design/lgpp_modules.htm . For
reimbursement please submit a copy of your procurement policies at
that
time and currently to Angela Green for approval. Also submit
pertinent
information about that selection such as Advertisements and Selection
criteria and the Contract. Ms. Green can review your information and
determine whether reimbursement can be made but note that we can only
reimburse for expenses after the date of the FPAA. TxDOT will provide
written authorization if we can approve the contract with TNP.
TNP recently completed a State highway project in Denton so they are
familiar with Federal design standards and TxDOT plan requirements.

contact on this project. He may be reached at (972) 479-9747 or

Please submit the City's required check for $9,000 to enable TxDOT to
obtain the FPAA and authorize expenditures.

The engineering and design services for the W. Sandy Lake Road
project,
from S.H. 121 to Denton Tap Road, were procured through competitive
negotiation. A Consulting Engineers Contract with the firm of Teague
Nail and Perkins, Inc. was approved by the City Council on December
12,
2000.
TNP was directed to prepare the construction plans in two phases,
Phase
'A' (S.H. 121 to Coppell Road N.) and Phase 'B' (Coppell Road N. to
Denton Tap). Construction of Phase 'A' is underway and is scheduled
to
be complete in November 2006. The Phase 'B' preliminary plans are
approximately 55 percent complete. Phase 'B', from Coppell Road N. to
Coppell Road S., will be partially funded with SAFETEA-LU funds and
the
city needs to amend its contract with TNP to allow for the design and
construction of Phase 'B' in two phases. We will now have Phase
'B(a)'
(Coppell Road N. to Coppell Road S.) and Phase 'B(b)' (Coppell Road S.
to Denton Tap Road).
I have the following questions concerning the Phase 'B(a)':
1. The current contract with TNP does not necessarily comply with all
the federal requirements stated in the MAFA and the LPAFA. Will the
amended contract for the design of the federal portion need to adhere
to
all of the federal guidelines?
2. Do we need written approval for TNP to design the federal portion?
3. Will you need a copy of the amended contract and for your records?
4. The Environmental Assessment and Mitigation will be performed by
the
State * do you know when or if this has been done?
5. The LPAFA states that we need to verify that the Federal Letter of
Authority has been issued. Has it been issued and will we receive a
copy for our records?
I am sure that I will have more questions as we proceed with the
design
of the project.
