According to Larry Davis, the above referenced project is
progressing. There had been some delays due to the bad weather.
The box culvert is presently under construction and it is being
installed from downstream of the culvert, on Hinckley's property.
As per my conversation with Jim Koch, today, Jim indicated that Mr.
Glen Hinckley has given his verbal ok for this activity on his
property. As of this date we have not received the drainage
easement dedication documents from Mr. Hinckley, and I indicated to
Jim that Staff is concerned about this matter.
Please note that according to Jim, and as I mentioned in my 1/28/91
memo, that Mr. Glen Hinckley is actively communicating with Mrs.
Boorhem & Mark Connell to make a request to the City, as a group,
a public access road be allowed on the top of the box culvert.
I will continue monitoring this project and will keep you informed.
