Staff met with Centex/Fox & Jacobs representatives on several occasions in an
effort to obtain their assistance in resolving the North Kaye Street drainage
problem. Centex/Fox & Jacobs has informed City Staff that they are
committing $30,000.00 in cash contributions and complete engineering design,
including preparation of related drainage easement documents.
The estimated cost provided by our consultant, Albert H. Halff & Assoc., for
%~9...reco~ended sglution is $102,000.00. In order for such drainage
improvement to take place, additional funding in .the amount of $72,000.00 is
needed.
The attached report, dated August 22, 1990, is from Carter & Burgess, Inc. to
Derek Earle with Centex/Fox & Jacobs. This report was prepared on behalf
Centex/Fox & Jacobs to explore an alternative other than Albert H. Halff's
reco~ended solution; staff, Albert H. Halff & Assoc. and ~. Earle all agree
that this alternative is not the best solution.

Dear Mr. Earle:
We have completed our investigation of the above referenced issue. Wc were asked to anal.~-ze the
proposed drainage solution consisting of a series of area drains connected by a 15-inch drain line located
south of and parallel to thc Shadow Ridge Estates property line wlfich connects to the existing curb inlet
on Spanish Moss Court. We were aLso asked to verify the co~t c.sthnate for this solu6on. Fk~ally, we were
asked to investigate any alternative solutions to suggest and estimate those costs.
Based on in£ormation pro¼ded and site inspections it appears that thc pipe quantities, inlet quantities and
line sizes shov.'n on the cost estimate, prcpared by Albert Halff Associates, Inc. as Alternative 2. arc
justified. Miscellaneous items such as fence removal and repair, grassing and resodding, shed removal and
replacement, and tree damage appear to bc substantially higher than prevailing costs in this arcs and/or
m-e avoidable in most cases by conscientious contractors. However, we do not £cel thc $1_02,000 estimate
is unreasonable for budget purposes if this alternate is chosen.
An alternate solution to this problem may be avai!abic by the usc of N-DS area drains, ADS corrugated
plastic pipe, and individual drainage lines for each lot which currently drains poorly. Thc indMdua'.
drainage lines can discharge to the Kaye Street gutter. Product literature is attached which details thc
drains. This option Ls predicated on having enough fall from the rear yards of thc elf cc:cd lots to thc
existing gutter line of Kaye Street. Thc yard can be vcry flat but, if tl:c gutter is low enough, plenty of
fall can be created for the drain pipe. Advantages to this method include;
* avoidance of existing trees and landsc_ape due to plpc gcxlbility
* each drainage s.x~tcm ~511 be contained on one lot, draining o~!y that lot, and making each of
thc.se a private s)~tem. It MIl save thc Ci~, maintenance costs since it is a private s)~tcm and
requires no casements
* no fence removal since each system will not cross a side lot linc
* no soil testing due to shallow installation

D. Cozby and Kayo Streets
1. Cozby C~rclc - Lots 10 and 11
a. Statement of Problem
The homeowners for Lot~ 10 and 11 on Cozby Ckcle of
Hunterwood (Coppcll Village) Subd:Msfon are cxpcr~encLng pending watcr in their back
yards from rain strums (Figure VII-5).
b. Summary of Data
The subdivision plans discussed ~n Section C for Coppell Village
Subdiv/sion were also used in the formulation of a solution to thc Cozby Circle drainage
problem.
c. Analysis of FExisting Conditions
From field observations and conversations with the indb~'~dual
homeowners it was determined that the subject lot originally :2rained to tl:e nor-ih across the .-
empty lots adjacent to Cooper Lane. When the homes on these adjacent lots front!ng on
Cooper Lane were constructed that construction cutoff the original drainage and created a
ponding situation.
d. Proposed Solution
The solution consists of installing a PVC area drain on each lot and
routing an 8-inch PVC drain along the north property hue across lots 8 and 9 to the closest
curb htlet on Anderson Avenue. The estimated probable cost of this system is $14,000.00.
2. Kaye Street
a. Statement of Problem
The homeowners along each side of Kaye Street are experiencing
recurring flooding of outbuildings and ponding in their backyards (Figure VII-5).
b. Summary of data
i. Design Document
The drainage area map for Shadow Ridge Estates dated March,
1984 shows drainage from the back yards of the homes along the North side of Kayo Street
flowing to Spanish Moss Court. The drainage area map for Coppell V~age SubdMsion
dated December 21, 1980 shows drainage for the back yards of the homes along the South
side of Kayo Street flowing to Cooper Lane.
ii.
Several prex-5ous engineering studies have evaluated conditions
on the north side of Kayo Street. The latest study By Kimiey-Horn and Associates, Inc.
proposes area drains with 4 inch PVC drain Enos running be:ween thc houses on Spanisl~
Moss Court and outfalling to the curb. This alternative is included in the discussions tha~
follow.
c. Analysis of-Existing Conditions
V,'~en the Shadow Ridge Estates subdMsicn
dra.inage swales were constructed along the property, lines between the lots. These swales
carried drainage off the back yards of the homes along the North side of Kaye Street. Wi:h
the construction of homes, driveways, fences, swirm~ing pools, landscaping, and irrigation
systems, the majority of the drainage swales have been obstructed and do not flmction any
more.
The Cooper Street paving p~ans "
indicate that the natural drainagc from the back yards of the homes on thc south side of
Kayo Street will be re-directed back to thc north onto the Kayo Street lo:s. ThC field
observed drainage pattern appears to conform to the Cooper Street ?aving p'.ans.
d. Proposed Solution

by Kimley-Horn & Associates. Alternative 2 consists of installing PVC area drains in ti:s
baclg, ard of the lots and routing a 15-inch and 18-inch diameter ouffall to the ciescs; curb
inlet located on Spanish Moss Court. The estimated probable cost of this system is
$85,000.00. .'
In spite of a slightly greater cost, thc second a!tcrnative is ti~c
recommended solution due to significantly less disruption to the private property of thc
homeowners along Spanish Moss Cour,. The second alternative would also required less
maintenance. However, alternative i or portions o£ it, could be used as an interim solution
to address the most severe problems, hmmediately.
ii. Thc solution for the drainage problems between Kaye Street and
Cooper Lane is installing PVC area drains in the back yards of the lots and routing a 10-inch
and i5-inch diamemr outfaH pipe to the nearest curb in.let on Cooper Lane. The probable
cost of this system is $92,000.00.
The recommended to these drainage.oroblcms on Co ~3" and
Kayo Streets are shown on Figure Vii-5.
